Job Summary: The Business Analyst will play a key role in analyzing highly complex business processes, gathering functional requirements, and supporting the development, enhancement, and maintenance of agency-wide transportation program and contract management information resources. This role involves working on the Modernize Portfolio and Project Management initiative, collaborating with business and technical teams to ensure the efficient transformation of functional needs into system requirements. The ideal candidate should have experience in business process analysis, system design, and Agile methodologies, and be able to independently manage project responsibilities.
Key Responsibilities: - Convert business needs into requirements for the selection and implementation of enterprise applications.
- Assist business and technical professionals in the analysis and assessment of various business areas and processes.
- Develop project plans for enterprise information management projects.
- Contribute to the creation of conceptual models for redesigning business processes.
- Capture, document, and implement functional business requirements (user stories).
- Consult with and facilitate coordination between business specialists, information providers, and technical resources.
- Facilitate the implementation of functional business requirements using Agile methodology.
- Plan and coordinate activities related to business and information analysis, information repositories, and IT-based applications.
- Monitor the implementation process and conduct follow-up sessions to ensure effective use of business personnel.
- Prepare and deliver presentations to stakeholders.
- Stay current on policies, procedures, and legislation impacting various business areas.
- Perform other job responsibilities as assigned.
Required Qualifications: Education: Bachelor’s degree (relevant experience may substitute for formal education).
Experience: - Proven experience in business process analysis and system design.
- Knowledge of agile methodologies and experience in implementing agile practices.
- Experience with systems development using analysis, design, and documentation methodologies.
- Proficiency in MS suite of applications, including Visio, SharePoint, and Azure DevOps (formerly VSTS).
Skills: - Strong communication skills, both written and verbal.
- Ability to facilitate groups and guide team discussions.
- Excellent analytical and problem-solving skills, with the ability to make decisions that support business objectives.
- Experience in planning and coordinating workshops, seminars, and task force activities.
- Ability to manage deadlines and prioritize tasks effectively.
- Demonstrated integrity and ethical behavior, with respect for confidentiality and business ethics.
Preferred Qualifications (if any): - Experience with enterprise-level business applications and data integration.
- Knowledge of transportation-related business processes and contract management systems.
- Previous experience in a government or public sector environment.
Certifications (if any): Certification in business analysis (e.g., CBAP, CCBA) is a plus. Agile or Scrum certification is a plus.
