This is a Temporary Unclassified position anticipated to last 1 to 3 years.

This position is eligible for telework to applicants who reside in Minnesota, Wisconsin, Iowa, North Dakota, or South Dakota. Telework eligibility is based on the business needs of the unit and is at supervisory discretion. Commuting to the St. Paul office location for occasional in-person meetings is expected.

As a Business Solutions Consultant, you will drive the development and implementation of new Department of Revenue programs and legislative initiatives such as the Advanced Child Tax Credit, Cannabis Tax or similar projects requiring new or innovative approaches or processes. The Business Solutions Consultant is responsible for coordinating the administration of state program(s) which is both comprehensive and technical. This role is responsible for identifying, designing, and temporarily managing new programs, projects and products based on new and/or legislative initiatives. Programs, projects or products have a broad scope of work, high visibility and may be politically sensitive. This position advises and develops the vision, goals and objectives, customer identification, value stream, and implementation requirements for new programs or program modernization. Program development includes the identification of core program functions such as budget, staffing, policies, technology, reporting, and core requirements. This role is part of a larger team in the Business Solutions Division, responsible for delivering valuable products and services.

**Minimum Qualifications**

+ Four years or more of professional experience in business consultation including evaluation, problem identification, and process improvement.

+ Strong project management skills and experience

+ Exceptional written and oral communication skills

+ Proficient with standard Microsoft applications including Outlook, Excel, Word, Teams, PowerPoint and SharePoint

+ Experience and skill conducting risk analysis

**Preferred Qualifications**

+ Experience developing programs using principles of business architecture or similar

+ Experience working in information technology and automation of processes

+ State legislative experience or familiarity with statutes, laws and fiscal notes

+ Experience in group facilitation that drives decision making

+ Certifications in ASQ, Agile, Prosci, ToP, or similar

+ Experience with Baldrige, ISO or similar evaluation, audit and accreditation bodies or frameworks

**Physical Requirements**

Requires occasional moving of articles such as boxes, accounting records, laptop computer, and portable printer.
