Summary This position is part of the Interior Business Center (IBC), Human Resources Directorate (HRD), IBC HRD Personnel and Payroll Systems Division. The incumbent will be responsible for providing, coordinating, and ensuring the Time and Attendance (T&A) systems development, maintenance and implementations that interface with the Federal Personnel and Pay Systems (FPPS) and its peripheral systems. Responsibilities The incumbent of this position is responsible for time and attendance, leave, capturing labor cost reporting, for Quicktime or other time and attendance systems which pass data to both FPPS and other peripheral systems. Analyzes functionality of the systems to identify capabilities in relation to existing system needs, regulatory changes, system deficiencies, and recommends modifications or other solutions to the problem areas identified. Serves as functional tester evaluating segments of online time and attendance systems, batch interfaces with FPPS or other pay systems and performs other testing functions as needed. To include data conversion testing, system stress testing, parallel testing for client implementations and end-user acceptance testing. Serves as an independent functional tester, evaluating segments of online time and attendance systems, batch interfaces with FPPS or other pay systems and performs other basic testing functions as needed. The incumbent will perform testing of data conversion, system stress testing, lead client migration parallel testing and end-user acceptance testing. They will be responsible for validation and review of the system functionality to ensure accuracy and compliance with policy and regulation. Qualifications At the GS-09 level, you must meet one of the following qualifications: One year of specialized experience equivalent to at least the GS-07 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes but is not limited to: applying pay and leave regulations; assisted in making recommendations to make changes in an automated system; and assisted in basic analysis and testing techniques for an automated personnel, payroll, or time and attendance system.; OR A master's or equivalent graduate degree; or 2 full years of progressively higher-level graduate education leading to such a degree; or LL.B. or J.D., if related I one of the following fields: Business Information Systems, Management Science, Information Technology, Analytics, Business Management, Accounting, Finance or other filed directly related to the work of this position. At the GS-11 level, you must meet one of the following qualifications: One year of specialized experience equivalent to at least the GS-09 level. Specialized experience for this position includes but is not limed to: used knowledge in the application of pay and leave regulations; analyzed, developed recommendations, and tested techniques for a federal pay and personnel or time and attendance automated system; interpreted regulations and make recommendations for changes to an automated personnel, payroll, or time and attendance system; and tested system changes.; OR A Ph.D. or equivalent doctoral degree: or 3 full years of progressively higher-level graduate education leading to such a degree; or LL.M., if related; OR A combination of education and experience as listed above.
