Examples of Duties A Buyer-Pharmacy Technician purchases a variety of assigned commodities and services for and assisting licensed pharmacists with dispensing and compounding drugs in the Pharmacy Department at the Erie County Medical Center Corporation (ECMCC); TYPICAL PURCHASING WORK ACTIVITIES:Initiates and prepares bids and specifications which lead to purchase contracts for goods and services; Selects vendors and places purchase contracts for materials and/or services and confirms orders and communicates to requisitioners if needed; Edits requisitions and confers with departments regarding requirement, specifications, quantity, and quality of merchandise and deliver requirements; Actively participates in ECMCC's 340B oversight programs and monitors and analyzes utilization records and 340B purchasing accounts; Maintains inventory in compliance with 340B program requirements; Recommends substitutes where a savings in costs or improved delivery will result; Interviews vendors and their representatives personally and maintains a close contact by correspondence, telephone, and email; Serves in an advisory capacity to assist pharmacy department in purchasing; Solicits and reviews bids from vendors for a wide variety of commodities and/or services; Keeps abreast of current price trends, market conditions and new or improved items of supply; Expedites delivery on orders by phone, email or letter; Checks requisitions and purchase orders with departments for clarification; Checks requisitions and purchase orders against specifications and catalogs, reacts to changes in demand and logistics and works in conjunction with Receiving and Accounts Payable departments for completion of process; TYPICAL PHARMACY TECHNICIAN WORK ACTIVITIES: Retrieves drugs from stock and returns them to stock; Prepares dosage units of drugs in appropriate containers to fill medication orders; Monitors medications and intravenous solutions for expiration dates and removes expired medications from all stock areas; Repackages medications into dispensing units. Minimum QualificationsMINIMUM QUALIFICATIONS: Candidates must meet the following requirements on or before the date of the written test (also see Note 4): A) Possession of a Bachelor's degree* and four (4) years of purchasing experience; or: B) Possession of an Associate's degree* and six (6) years of purchasing experience; or: C) Graduation from high school or possession of a high school equivalency diploma and eight (8) years of purchasing experience. SPECIAL REQUIREMENT: Possession of a license to practice as a Registered Pharmacy Technician in New York State at time of appointment and maintenance throughout duration of appointment. NOTES1. Years spent as Pharmacy Technician may be substituted for up to two (2) years of purchasing experience on a year for year basis. 2.*Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. This publication is available online at: Scopes / Subjects of examination: A test designed to evaluate knowledge, skills and /or abilities in the following areas: Preparing written material These questions test for the ability to present information clearly and accurately, and to organize paragraphs logically and comprehensibly. For some questions, you will be given information in two or three sentences followed by four restatements of the information. You must then choose the best version. For other questions, you will be given paragraphs with their sentences out of order. You must then choose, from four suggestions, the best order for the sentences. Understanding and interpreting written material These questions test for the ability to understand and interpret written material. You will be presented with brief reading passages and will be asked questions about the passages. You should base your answers to the questions only on what is presented in the passages and not on what you may happen to know about the topic. Arithmetic computation with calculator These questions test for the ability to use a calculator to do basic computations. Questions will involve addition, subtraction, multiplication and division. Principles and practices of purchasing These questions test for candidates' knowledge of the principles guiding governmental purchasing operations and the ability to put them into practice. These questions may deal with but are not necessarily limited to such matters as the analysis of bids, the use of specifications, the award of contracts, the analysis of market factors that can affect the cost of a purchase, and the application of a set of rules to determine how to proceed with a purchase. Some arithmetic computation may be necessary. No specific knowledge of NYS purchasing laws, rules and regulations will be required to answer these questions. VETERANS: Disabled and non-disabled veterans as defined in Section 85, New York State Civil Service Law, will have 10 and 5 points, respectively added to their earned scores if successful in the OPEN examination. You must claim these credits when you file application but you have an option to waive them any time prior to appointment. If you have already used these credits for a permanent position in NYS, you may not claim them again. In conformance with section 85-a of the Civil Service Law, CHILDREN OF FIREFIGHTERS AND POLICE OFFICERS KILLED IN THE LINE OF DUTY shall be entitled to receive an additional ten points in a competitive examination for original appointment in the same municipality in which his or her parent has served. If you are qualified to participate in this examination and are a child of a firefighter or police officer killed in the line of duty in this municipality, please inform this office of this matter when you submit your application for examination. A candidate claiming such credit has a minimum of two months from the application deadline to provide the necessary documentation to verify additional credit eligibility. RATINGS REQUIRED: Tests are rated on a scale of 100 with a passing mark at 70. Unless the announcement states otherwise, you must pass the written test and the oral test, if any. TRAINING AND EXPERIENCE: If a subject of the examination, training and experience may not be rated if all passing candidates are expected to be immediately reachable for appointment. If rated, training and experience will be based on the statements in your application subject to verification. Final decision regarding the qualifications of candidates rests with the New York State Department of Civil Service.
