Brooklyn Public Library is seeking a Capital Finance Analyst. This position will support the Vice President of Capital Finance and Real Estate Initiatives with the analysis of all aspects of the capital portfolio, including the financial planning and management of our substantial capital budget. BPL currently has nearly $500 million in active and planned construction projects and over a million square feet of physical plant. As we continue our most significant era of rebuilding, we must oversee the administration of numerous critical capital projects and ensure accurate and reliable data and reporting to ensure our success.
This position is responsible for analyzing and reporting on capital budget and commitment data, assisting with the various aspects of the City's four annual plans throughout the fiscal year, coordinating and obtaining all BPL-managed Certificates to Proceed (CPs), and assisting with developing tools to help track our capital projects as they go throughout the capital project lifecycle. In addition to that, this role will work on the development of tools to manage and report on capital budget and commitment data that will serve across various levels within the organization, including the Board of Trustees, Executive Management Team and Capital Planning project managers. Finally, this position will coordinate non-Capital construction grants and provide other ad hoc support in the field of capital finance. This position reports directly to the VP, Capital Finance and Real Estate Initiatives.
Responsibilities
- Communicate with and participate in monthly, quarterly and ad hoc meetings with various City agencies, and interact routinely with various parties, including the Office of Management and Budget (OMB), the Department of Design and Construction (DDC), the Department of Citywide Administrative Services (DCAS), the Comptroller's Office, and other City agencies as required
- Serve as the primary contact for obtaining and tracking all Certificates to Proceed (CPs), including logging and tracking the status of BPL's CPs
- Collaborate on and support Capital Planning, Technology, Procurement and other staff with furniture, fixture and equipment purchases, including consolidating requests and coordinating amongst the various internal departments and with OMB and the Comptroller
- Assist with all aspects of the capital project lifecycle, including project creation and tracking within the City's Financial Management System (FMS) and Project Initiation (PI) forms, Managing Agency Switches (MAS), etc.
- Assist in the design and development of monthly and quarterly reports (and other metrics) pertaining to capital budget variances and commitments, and other ad hoc reporting as needed
- Analyze monthly budget and commitment data and report on variances, etc.
- In addition to reporting on Capital projects, this position will also coordinate the reporting of all non-Capital construction grants, and work with the various internal stakeholders (Capital Planning, Government Affairs, Finance & Development) to ensure accurate information is recorded and tracked
- Assist with the planning and implementation of an asset management system and other ad hoc systems as BPL implements a new ERP
Qualifications
- Bachelor's Degree required
- Master's Degree in Finance, Business Administration, Systems Management or a related field is a plus
- Three or more years of professional experience in a relevant role, with progressively increasing responsibility
- While not required, experience working for the City of New York in a financial capacity is strongly preferred
- Basic understanding of the City's budgeting process and the four (4) annual plans
- Proven ability to track and report on complex capital projects
- Self-starter with a hands-on approach and willingness to work independently
- Proficient to advanced Microsoft skills (Outlook, Excel, PowerPoint)
- Relational database and/or business intelligence experience a strong plus (MS Access, Tableau, SQL, etc.)
- Comfortable working with large amount of data and a general understanding of how data interacts with various tables, etc.
- Excellent organizational and time management skills
- Experience interacting with all levels of an organization
- Ability to travel to branches across the system and external meetings
This is a non-union, exempt position. The salary range for this position is $70,000-73,000.
