The Capital Project Coordinator in the Public Works Engineering Division performs responsible work coordinating and inspecting street, sidewalk, and road construction on new development, capital projects and private work on City right of way to ensure compliance with regulations and standards. Manages project installations, reviews construction plans, supervises and assigns work of survey technician(s), and addresses stakeholder concerns. Position reports to the City Engineer.The preferred hiring range for this position is between $63,835.20 - $78,478.40 Annually.* One-time hiring bonus: $4,000Starting offer is based on applicable education, experience, and internal equity. The City retains the discretion to add to or change the duties of the position at any time.* Coordinates and manages capital project installation; reviews and approves developers site work, city construction work, and oversees contractors; ensuring compliance with city standards and regulations.* Reviews and interprets construction plans and specifications related to project construction, research, and recommend solutions to correct deviations or violations, ensures approved solutions and modifications are implemented as approved.* Reviews plans, change orders and payment requests and makes appropriate decisions on processing.* Prepares utility maps and performs field inspections for engineering building permits.* Reviews surveys in the field for compliance with proper grade for sidewalks, damage to stormwater infrastructure and meeting paving standards.* Inspects public facilities constructed as part of private development projects including streets, sidewalks, stormwater utilities, right of way monuments and street pavement markings for compliance with regulations and standards.* Inspects retaining walls, sidewalk handicap ramps, backfill, pavement, stormwater conveyance systems, road/bike closures, and Erosion and Sediment control measures for compliance with regulations and standards.* Attends various meetings to coordinate activities.* Advises on construction activities, including long-term and short-term planning, and documents actions for decisions by management.* Maintains, prepares, or creates applicable documentations, records, and reports for assigned projects.* Investigates, resolves, and recommends solutions for various complaints, problems, concerns and questions from citizens and other internal and external stakeholders relevant to assigned projects.* Supervises survey technician(s) by training, evaluating, coaching, guiding, directing, assigning/scheduling work activities, and reviewing/inspecting work for evaluation of quality and adherence to plans and standards. Administers disciplinary action to subordinate employees in accordance with established personnel policy and procedures. Establishing professional standards for work quality, quantity, performance, and accountability.* Responsible for appropriate use and maintenance of City equipment, tools, and other resources, including work time.* Regular and reliable attendance.* Subject to being called back to work to the City in emergencies or as needed to provide necessary services to the public. Must have the ability to be contacted and respond based on Departmental guidelines.Other Duties* Performs additional duties to support operational requirements as apparent or assigned.Education and Experience: Candidates may qualify by demonstrating the required knowledge and skills outlined for the job through experience(s) other than formal education.* Associate degree or technical education and 3 years of experience in road construction, and erosion and sediment control including experience in project and/or stormwater management.OR* High School diploma or GED and 5 years of experience in road construction, and erosion and sediment control including experience in project and/or stormwater management.OR* An equivalent combination of education and experience may be considered in lieu of the specific requirements listed above.Preferred:* Some experience in a senior, lead, supervisor, or equivalent role.Certifications/Licenses/Other Requirements:* Must obtain and maintain VDOT Concrete Field-testing certification.* Must obtain and maintain VDOT Asphalt Field 1&2, Slurry, Surface Treatment certification.* Must obtain and maintain Commonwealth of Virginia Erosion and Sediment Control Inspector certification upon hiring within reasonable time frame.* Must obtain and maintain Commonwealth of Virginia Stormwater Management Inspector certification.* Must obtain and maintain Valid Virginia Driver's license and acceptable driving record according to City's criteria (To view our driving eligibility requirements, visit Required to successfully pass a pre-employment background check and pre-employment drug screen.Knowledge, Skills, Abilities and Other Characteristics:Job Knowledge:* Thorough knowledge of laws, regulations and codes governing areas of assigned inspections, including but not limited to City standards and Virginia Department of Transportation (VDOT) standards.* Thorough knowledge of erosion and sediment, stormwater management, concrete and asphalt requirements, and practices.* Thorough knowledge of ADA regulations.* Thorough knowledge of survey practices.Reading:* Intermediate: ability to read, understand and explain technical procedures, government regulations, specifications and construction manuals, and site plans.Writing:* Intermediate: ability to write reports, prepare materials explaining compliance issues, policies, and procedures.Math:* Intermediate: ability to calculate figures and amounts such as proportions, percentages, distance, circumference, and volume.Communication Skills:* Intermediate: ability to effectively present information, respond to questions and interpret and communicate laws, regulations to groups, managers, clients, contractors, developers, and the general public. Communicates effectively and expresses ideas clearly and concisely to both individuals and groups, and in public. Special projects are managed with little oversight and assignments will be reviewed upon completion. Performance reviewed periodically.Technical Skills:* Skilled-comprehensive, practical knowledge of E&S and Stormwater principles and operations.* Skilled in reading blueprints, design plans.* Skilled in concrete and asphalt procedures and soils compaction.* Basic computer skills to include spreadsheets, word processing and general computer skills.Fiscal Responsibilities:* Completes research and compiles fiscal information for management decisions and operations. Reviews and approves payment requests.Supervisory Responsibilities:* Supervises Survey Technician and provides leadership in the assignment of duties, monitors, directs, trains, and evaluates the daily performance of duties. Must be able to exchange accurate information in these situations.* Ability to observe details at close range (within a few feet of the observer).Machines, Tools, Equipment, Software and Hardware:* Typically requires use of standard office equipment and telephone, and related software and hardware; and any other equipment as appropriate or as assigned.* Work requires the use of plans and drawings, the use of blueprints/design plans, and any applicable related tools.Work Environment:* Performs work in an office environment where there may be exposure to computer screen for extended periods of time, monitor glare and dust.* When in the field reviewing/inspecting projects, may have exposure to adverse weather conditions, extreme temperatures, uneven terrain, moving mechanical parts, traffic movement, and roadway safety hazards.
