Job Description
Under the general supervision of the Building Construction Superintendent incumbent will plan and lay out work in accordance with drawings sketches blueprints and own knowledge of construction or needed repairs. Selects lumber material and supplies; measures and cuts materials to required lengths and dimensions. Installs but not limited to; rafters studs roofing building paper insulating materials door and window frames and interior trim. Fabricates and installs frames or casting for windows doors transoms shelves counter bulletin boards cabinets bookcases and related features having built in characteristics and anything else as needed. Fabricates concrete forms pours and finishes concretes scaffolds storage bins tables workbenches and all other related items. Paints a variety of interior and exterior surfaces. Prepares surfaces mixes paints and applies with brush roller or spray gun. Uses a variety of paints enamels varnishes stains lacquers and shellacs. May coordinate the work of one or more employees.
Job Responsibilities
1) Acts as the focal point for all facets of assigned projects and brings together the efforts of those organizations having input into the construction process.
2) Reviews building permits; subdivision applications; and other private development of public infrastructure for compliance with City requirements. Coordinates such reviews with City Planning.
3) Reviews and approves right-of-way permits including contractor traffic control plans. Inspects contractor right-of-way improvements for City requirements including - but not limited to - ADA compliance; curb and gutter; sidewalks; roadway; and storm drainage.
4) Serves as the City's Flood Plain Coordinator; and maintains appropriate State certification. Must obtain State certification as a flood plain manager within one year of hire.
5) Prepares project costs estimates including conceptual; budgeting; engineering; and construction.
6) Solicits and obtains contractor and material vendor quotes for assigned projects.
7) Administers approved project budgets in assigned area of responsibility; and assists the Fiscal Specialist (for Public Works) with required documentation for fiscal audits.
8) Works with professional consultants in the preparation of project plans and specifications. Performs constructability reviews and makes value engineering studies to reduce project costs without reducing the quality or usefulness of the project.
9) Responds to inquiries from contractors; property owners; and the general public about City capital improvement projects. Evaluates public issues and concerns; and makes appropriate recommendations.
10) With City Purchasing and/or professional consultants; prepares request for proposals for annual mineral product supply contracts; minor concrete work contracts; and professional services contracts. As assigned; prepares construction contract documents; invitation for bids; and bid advertisements. Reviews bid tabulations; and makes recommendations regarding award of construction contracts.
11) Oversees construction project schedules and cost controls. Prepares and posts periodic contractor pay requests and certificates of payment at appropriate intervals with the Fiscal Specialist (for Public Works).
12) Maintains regular contact with the construction contractor; City Staff; and/or consulting engineers regarding unforeseen field conditions. Prepares construction contract change orders as required and authorized by the Public Works Director (or designee).
13) Makes periodic inspections and observations of the construction work in progress; and provides daily reports of each inspection indicating project status; progress; and any potential problems observed. Assures contractor compliance with contract provisions; and issues non-compliance notices or compliance approvals as required.
14) Monitors contractor soil; asphalt; and concrete test procedures; frequency; and results. Performs or directs City material testing as necessary to assure contractor compliance with contract material provisions; technical requirements; and quality workmanship. Maintains a complete record of all material testing including a record of non-complying tests.
15) Keeps comprehensive project and contract documentation including preconstruction minutes; daily construction reports; field investigation reports; field changes; change orders; cost estimates; contractor lost time accidents; contractor progress payments; contract time extensions; punch lists; and other construction data in event of a disagreement with contractor or funding agency.

Additional Information
STARTING HOURLY PAY: $15.67 p/h MINIMUM REQUIRED QUALIFICATIONS: High School diploma or GED equivalent Three (3) years experience as a carpenter in construction or remodeling capacity which includes reading prints drawing estimate materials and labor for quantity and cost One (1) year work experience in the operation of light & heavy construction equipment. Valid New Mexico Commercial Driver's License (CDL) with Medical Card. Must meet City's insurability requirements. Other Conditions: Must pass a background check.
