Next Application review date 01/16/2025SummarySenior level position, working under the direct supervision of the Assessor and is responsible for onsite supervision of appraisers and in the absence of the Assessor provides onsite supervision of all assessment staff. Provides functional coordination of the appraisal staff in conducting appraisals. Stands in for Assessor if Assessor is unavailable.Distinguishing CharacteristicsFunctions as an onsite supervisor and member of the appraisal team in performing urban, rural, commercial, industrial, farm and personal property appraisals for tax assessment purposes. Performs or supervises the functions of Data Analyst. Onsite supervision of all assessment staff is essential to this position. The position responds to citizen complaints using diplomacy, discretion, and courtesy. Essential Duties
  • Reviews and spot checks work of appraisal staff for proper documentation, procedural and technical integrity, completeness, and statutory compliance. Provides onsite assistance and training to co-workers to upgrade technical skills and/or increase understanding of procedures and regulations.
  • Coordinates the appraisal staff duties in reference to real and personal property for tax assessment purposes. Trains new appraisal employees on computer data entry, office procedures and appraisal processes.
  • Answers onsite inquiries from the public regarding valuation and appraisal methodology. Responds to citizen complaints in a professional manner. Maintains a harmonious working relationship under stress and adverse conditions.
  • Defends appraisals as an expert witness to the Board of Property Tax Appeals and Tax Courts.
  • Performs extensive analysis of the market sales in a market area to apply new land values, make adjustments to improvements for depreciation and apply a local cost modifier. Physically inspect all the sale properties used in the reappraisal and conduct sale interviews. Prepare a meaningful report with the findings that will support an estimate of real market value.
  • Perform or supervise computer and value changes for segregations, partitions, consolidations and boundary line adjustments, following statutory requirements.
  • Regular attendance is an essential function of the position.
  • Performs other duties as assigned that support the overall objective of the position.
Qualifications Knowledge and SkillsRequires thorough knowledge and full command of modern property appraisal principles and practices, including land mapping and surveying, property description and measurement, construction principles and practices, and contracts and conveyances. Knowledge of architectural design, blueprint reading, state statutes, real estate laws, financial arrangements, zoning regulations, and development of subdivisions as applied to appraisal processes. AbilitiesAbility to coordinate the activities of appraisal team to attain uniformity, accuracy, completeness, compliance, and efficiency in appraisal work. Ability to independently conduct difficult and technical research and prepare written and oral reports. Well-developed skill in reading and interpreting maps, aerial photographs and legal descriptions. Aptitude and ability for mathematical and statistical calculations. Requires the ability to use tact, diplomacy, discretion, and courtesy to deal with citizens who are often uncooperative and/or hostile regarding assessment. Ability to work well with the public and co-workers. Ability to convey technical concepts to others. The ability to conduct difficult and technical research. Ability to use a computer, and type reports. Ability to drive a automobile.Physical AbilitiesAbility to work at a computer screen for extended periods of time. Ability to walk, talk, sit or stand for extended periods of time. Ability to traverse uneven ground by foot, climb a ladder, bend, twist, push, pull, lift up to 35 lbs., make rapid finger movements. The position requires a post job offer physical capacity test based on this job description.Education and ExperienceMinimum of three years' experience as an appraiser in a county assessor's office. Experience in Ratio Study. Computer experience and skills (excel and word) and calculator.License and CertificatesMust be certified as a registered appraiser by the State of Oregon per ORS 308.010. A valid Oregon driver's license with an acceptable driving record. Supplemental Information Working ConditionsWork is performed indoors and outdoors where some safety considerations exist from physical labor and handling of light-to-medium weight, yet, awkward materials.
