Under the administrative direction of California High-Speed Rail Authority's (Authority) Chief Executive Officer (CEO) and Board of Directors (Board), the Chief Counsel is the principal legal advisor to the CEO and provides policy guidance, advice, and representation on all legal matters on the Authority operations and objectives. The Chief Counsel is responsible for oversight of all Authority legal activities, including significant legal contracting with the State Attorney General's Office (Attorney General) and private counsel.
The Chief Counsel is responsible for strategic legal advice to the Board, the CEO, and the executive management team. The Chief Counsel serves as legal advisor on bidding, contractual, real property, insurance, claims, risk mitigation, personnel management and employer-employee related practices, legislative proposals and analyses, litigation, rulemaking, and the Public Records Act.
The Chief Counsel is also responsible for assisting the CEO in formulating departmental goals and policies and administering the operations of the Authority.
This position is appointed by the Governor.
