Kane County Division of Transportation is conducting a search for a Chief Financial Officer. The Chief Financial Officer supports the organization's mission and goals by providing advice on risks to the organizational assets and financial stability with an $80-$120 million annual budget, supports development strategies, prioritizes and ensures funding, and communicates and maintains relationships with key partners. The Chief Financial Officer leads efforts to formalize and integrate asset management systems and financial planning, prepares financial reports, long-range financial forecasts, and annual budgets, supervises the Division's financial activities, and analyzes financial outcomes.
The Chief Financial Officer is responsible for the preparation of the annual audit and budget, financial forecasting, financial reporting, accounts payable, accounts receivable, payroll processing, and purchasing. In addition to the CFO, the department currently consists of a Senior Accountant, Accountant I, and a Customer Service/Program Assistant. The position is located in the Kane County Division of Transportation and reports to the Deputy Director of Transportation.
Essential Functions and Responsibilities:
Assess risks and provide advice on impacts on organizational assets and financial stability; provide leadership and direction in the support and development of key strategies, critically evaluate alternatives, identify available funding sources, ensure compliance with laws and regulations, and provide and implement solutions.Advise leadership on forecasted revenues, maximization of funding on intergovernmental agreements, cash flow projections, and fund balance availability, and establish and maintain financial tracking and reporting capabilities.Communicate and maintain relationships with key internal and external partners to ensure effective implementation of organizational programs and efforts including the County Board, States Attorney's Office, County Finance, County Treasurer, IDOT, Township Highway Commissioners, external consultants, and vendors.Prepare and deliver monthly financial presentations to County Board, prepare and review County Board resolutions for appropriations including the determination and eligibility of funding sources.Lead efforts to work collectively within the organization to formalize and improve asset management systems and financial planning including the development of forecasting models and the effective use of technology.Prepare and maintain multi-year forecasts and budgets used in the development of the annual County Budget, five-year Transportation Improvement Plan, and other long-range planning efforts as required by ILCS.Supervise financial operations including purchasing, accounts payable, accounts receivable, and human resources activities, review and approve purchases, invoices, billings, and journal entries, and daily management of forecasting software.Advise and assist Township Highway Commissioners with Motor Fuel Tax, State and Federal financial requirements for programming, appropriation, reporting, and compliance.Minimum Requirements:
Bachelor's in Accounting and 10 years of work experience in the accounting field, having a strong background with the application of governmental accounting standards and Federal grants.Meet the Illinois requirements to be a Certified Public Accountant.Minimum 10 years in government finance and accounting with supervisory work and audit experience.Salary will depend upon the qualification and experience of the desired candidate.
