Supervisory Control:

This position reports to and receives direction from the Executive Director.

Responsibilities:

The Chief Financial Officer is responsible for the management of CCSWA's financial, accounting, and business affairs as directed by the Executive Director and Authority Board. These responsibilities include, but are not limited to financial reporting, treasury functions, annual budgeting, auditing, cash, and investment portfolio, financial assurance, customer service and market development, management information services, administering insurance programs, and human resources management. In conjunction with the Executive Director, the Chief Financial Officer assists in preparing, updating, and reporting on CCSWA's long-range financial planning and capital financing activities. The Chief Financial Officer is also responsible for supervising accounting and administrative staff and weighmasters.

Principal Duties:

  • Directs Accounting function performed by staff.
  • Oversees the compilation of various periodic financial reports through the processing of the monthly financial statements, accounts receivable, accounts payable, fixed assets, payroll and the general ledger using a variety of applicable computer programs.
  • Coordinates and organizes CCSWA's annual independent financial audit and other compilation engagements, as deemed appropriate by Authority Board.
  • Directs cost monitoring and reporting activities in conjunction with other management information system (MIS) activities, to provide pertinent cost control, estimating, and planning assistance to the Executive Director, Senior Staff and Authority Board Members.
  • Assists the Executive Director and Authority Board in short and long-range financial planning for CCSWA with respect to capital and annual operating revenues and expenditures.
  • Provides electronic data processing (EDP) assistance and support, as well as systems planning for CCSWA's various administrative, technical, and operational units.
  • Under the direction of the Executive Director and with the assistance of CCSWA's staff, coordinates the annual budget preparation, management, monitoring, and periodic updating and reporting.
  • Administers Trust Indenture and related activities, including investments facilitation in accordance with CCSWA's Trust Indenture and the Municipal Authorities Act.
  • Assists the Executive Director and Authority Board in the development, establishment, and administration of CCSWA's human resources, procedures and practices concerning all personnel matters.
  • Directs human resources activities including payroll processing, benefits administration, personnel record keeping and reporting, and staff-wide recruiting, training, and communications.
  • Prepares and presents periodic financial reports for the Executive Director and Authority Board, including monthly and annual income statements, balance sheets, budget summaries, and reserve fund and investment activities.
  • Review existing or new projects being considered by the Authority.
  • Qualifications:

  • Must possess a Bachelor's Degree in Accounting/Finance from an accredited college or university.
  • Accreditation as a Certified Public Accountant.
  • Must have at least eight (8) years accounting experience in the maintenance of financial records and preparation of financial statements.
  • Must have at least eight (8) years experience in computer software/hardware, particularly with spreadsheet and accounting applications.
  • Must be an effective communicator, both orally and in writing.
  • Must be a highly motivated individual with evidence of strong leadership abilities.
  • Must have the ability to work harmoniously with subordinates, associates, supervisor, and the general public.
  • Must have the ability to coordinate the activities of several groups in order to accomplish a single objective.
  • Must have the ability to comprehend established rules and regulations, to organize assigned work, and to develop effective work methods.
