Description

The Massachusetts Commission for the Blind (MCB) seeks a dynamic and strategic Chief Financial Officer (CFO) to provide effective leadership in developing, implementing, and managing the agency's $40M Budget. The CFO plays a vital role in ensuring that processes function efficiently and effectively to support a wide range of social, rehabilitative, and program initiatives for legally blind residents of Massachusetts.

Duties & Responsibilities (the following represent a general summary and are not all-inclusive):

  • Direct and exercise an efficient control system by designing and implementing the MCB budget.
  • Strategize contract needs, including rate management and performance measures.
  • Ensure controls are in place to monitor all spending; provide budgetary forecasts based on changing programmatic needs.
  • Provide guidance and direction to the Finance Team that carries out all functions necessary for systems management, including Accounting, Contracting/Procurement, and Budget Management.
  • Act as the Legislative Liaison for the agency to analyze legislative proposals, prepare documentation for legislative and budget hearings, draft legislative language and budgetary testimony for the Commissioner, and develop tactical plans to secure support for agency funding initiatives and achieve legislative authorizations.
  • Create, direct, and exercise an efficient control system to ensure complete financial compliance and make strategic recommendations for programmatic compliance.
  • As MCB's Internal Control Officer, fulfill requirements of Chapter 647 of the Acts of 1989, also known as the Internal Control Law, and maintain all Internal Control Plan (ICP) documents.
  • Provide analysis and recommendations for all departmental administrative exercises and facilitate operational problem-solving and decision-making as the agency's Chief Administrative Officer.
  • Collaborate with HR, payroll, EHS Facilities, EHS IT/EOTSS, and Executive Staff to understand the organizational needs and lead business process improvement projects.
  • Other duties as assigned.
  • Preferred Qualifications:

  • Adept with financial modeling or data analysis; skilled in problem-solving, consensus building, and team building.
  • In-depth knowledge of the state budget process, accounting systems, purchasing regulations, contract management and oversight, and revenue management processes.
  • Strong interpersonal skills and excellent written and oral communication abilities.
  • Superior leadership experience, particularly in cultivating high-performing teams and developing and maintaining excellent relations with staff, providers, and vendors.
  • Proven knowledge of the principles and practices of management, including service delivery and program development, planning, budgeting, organizing, and balanced decision-making.
  • Understanding of state procurement, contracting policies, procedures, and standards.
  • Capacity to recognize the need for proactive change to adapt and motivate others, including values, strategies, goals, and plans in response to changing conditions.
  • Demonstrated understanding of the Massachusetts Commission for the Blind (MCB) mission, programs, and priorities.
  • Agency Mission:

    The Massachusetts Commission for the Blind (MCB), established by the Legislature, provides a wide range of social, rehabilitative, and other services to legally blind residents of Massachusetts in accordance with M.G.L. c 6, sections 129-149, inclusive. The agency is empowered by statute to cooperate with the United States Department of Education to administer the Vocational Rehabilitation Act.

    MINIMUM ENTRANCE REQUIREMENTS:

    Applicants must have at least (A) six (6) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in financial management work (i.e. budgeting, accounting, auditing, management analysis, program evaluation, financial reporting of program results), of which (B) at least two (2) years must have been in a supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.

    I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.

    II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience.

    III. A Graduate degree or higher in a related field may be substituted for three (3) years of the required (A) experience.

    IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.

    Salary placement is determined by a combination of factors, including the candidate's years of directly related experience and education, and alignment with our internal compensation structure as set forth by the Human Resources Division's Hiring Guidelines.
