The Chief Financial Officer will oversee all financial matters of the County. Direct and manage the Finance department. Serve as a business and financial advisor to the Board of Commissioners, Chief Executive Officer, and staff on issues relating to the financial needs of the County. Lead the County's compliance with statutory, regulatory and reporting requirements for the financial issues of the County and comply with generally accepted accounting principles.
Essential Job Functions:•Direct and manage the financial planning, budgeting, accounting, analysis, and auditing functions of the County, including development and monitoring of the long-term financial forecast.•Work collaboratively with the County's CEO and other department managers to implement prudent financial management strategies for the County.•Evaluate the financial effects of all County long-term leases, contracts, and other commitments.•Manage the relationships with the County's financial institutions and banks.•Oversee the development and presentation of the County's financial statements and reports.•Serve as disclosure officer relating to the County's long-term debt.•Safeguard the public financial resources by evaluating prudence of County operations and investments.•Maintain the financial and fiduciary relationships of the County, including the County's 401K, 457 and pension plans.•Direct staff to meet the County's goals and objectives.•Provide opportunities for training and performance coaching for employees.•Establish performance standards for staff and process performance evaluations.•Manage the County's internal control, purchasing programs and procedures.•Manage the County's financial planning procedures.•Manage the County's long-term debt program.•Make presentations to the County and to other organizations and agencies relating to financial matters.•Review proposed and new regulations; identify and resolve issues and develop compliance and implementation strategies.•Interpret, oversee and maintain compliance with applicable federal, state and local laws, regulations, codes and/or standards. Monitor, evaluate and communicate the impacts of potential legal or regulatory changes on the organization.•Serve on and provide support to committees, task forces and advisory groups as necessary. Represent the Finance Department at meetings within the County and with other organizations and agencies.•Perform other related duties as assigned.
Knowledge, Skills and Abilities Required:•Knowledge of local government financing, accounting, and budgeting.•Knowledge of strategic planning methods with an emphasis on services related to financial management.•Knowledge in management and supervising including hiring, coaching, team building and performance management.•Knowledge of financial investment concepts and practices.•Knowledge in debt management concepts and practices.•Knowledge of financial management, forecasting and budgeting practices.•Knowledge of basic computer operations and Microsoft Office.•Knowledge of safety practices and procedures applicable to the job.•Skill in management, leadership, negotiation, and communications.•Skill in mathematics and analysis.•Skill in customer relations and communications, including the ability to effectively and tactfully work with difficult customers and complex customer issues.•Ability to establish and maintain respectful and harmonious relationships with others both inside and outside the organization.•Ability to perform effectively in an independent or team environment, as well as display self-motivation skills.•Ability to communicate effectively both orally and in writing with coworkers, customers and other agencies.•Ability to recognize and keep sensitive information confidential.•Ability to write reports and make presentation that may include technical information.•Ability to manage records and information in any format, in accordance with applicable statutes, regulations and County policy, guidance and records retention schedule.
Additional skills:
Minimum Requirements:•Bachelor's degree in accounting with 3+ years of related experience to include governmental accounting, project management and the use of accounting software.•Any combination of experience and training which provides the equivalent scope of knowledge, skills and abilities to perform the work.Special Qualifications:•Possess a valid driver's license and maintain a satisfactory Motor Vehicle Report.
Working Conditions:•Attend various meetings, in and out of the County, outside of the regular working hours.•Have regular and predictable attendance.•Work for extended periods of time in a stationary position.•Daily verbal communications both in person and on the telephone.•Operate, read information and focus on personal computer, telephone and other related equipment.•Respond to work, without advanced notice, in times of adverse weather, natural disaster, emergency, or unusual event as determined by the County.•This is an overtime exempt position.
