Title: Chief Impact and Program Officer Reports to: Executive Director Status: Full-time Work Schedule: M-F, Flexible. May need to work weekends every few months.

Salary: $165k-180k per year

Job summary Reporting tothe Executive Director, the Chief Program Officer (CPO) will serve as a thought partner with the executive team and board. In collaboration with the Executive Director, the CPO will formulate, implement, and operationalize the strategic program vision, mission, and goals of Hour Children (HC). The CPO will continually evaluate the effectiveness of programs to provide ongoing feedback; guide strategic and service delivery to strengthen funding diversification and client outcomes; and raise the profile of the agency by participating in external city, state, and as appropriate national activities. The CPO will provide mentoring, coaching, and supervision of senior management leadership. The CPO will oversee a portfolio including Hour Working Women and Mentorship Programs, Food Pantry, Children Services, Prison and Jailed-Based Programs, and Mental Health Services. The CPO will also engage with the board of directors? program committee and other meetings with the support of the Executive Director.

Duties and Responsibilities:

Leadership, Staff Management and Organizational Strategy

  • In collaboration with the Executive Officer and the senior team, play a key role in the overall development, strategic planning, service delivery, and management of the organization across multiple sites and departments, while establishing organizational priorities and ensuring programs are aligned with the overall strategic vision.
  • Directly supervise senior management directors and may oversee division directors and managers; working closely with senior program staff to foster their skills so they mentor, encourage, and motivate all staff; troubleshoot program and staff performance challenges.
  • Mentor direct and indirect staff on how to proactively engage in planning to improve program management.
  • Create and support a high performing culture in the program department aligned with HC core values. Develop a team-based environment to motivate and inspire staff to work collaboratively toward vision and goal.
  • Establish and monitor annual program, departmental and staff goals and objectives, and track results against these goals as well as accountability protocols.
  • In conjunction with the senior director of finance, contribute to the organization and department budget development process and maintain a high level of fiscal responsibility.
  • Support fund development efforts by working with the senior director of development - annual fundraising event, proposal writing, pilot projects, and partnering with the CEO to steward funding relationships.
  • Under the advisement of the Board of Directors and in partnership with the CEO, implement HC?s strategic plan, as well as develop and implement new initiatives that reflect the organization?s mission.
  • Serve as liaison to key government agencies and build relationships with funders and community partners.
  • Represent HC and CEO, on relevant committees and task forces, as well as at speaking engagements, conference panels, and trainings.
  • Monitor emerging needs among key stakeholders such as clients, government, philanthropy, real estate partners, community providers, and employers.

Program Oversight and Evaluation

  • Oversee the coordination, integration, and delivery of all programs, contracts, and related services, promoting collaborative relationships between program areas and ensuring that the expectations of funders, partners, staff, clients, and other stakeholders are consistently met.
  • In partnership with senior development director and contract manager, participate in government and foundation requests for proposals and applications.
  • Work closely with the finance department to budget and monitor program operations to ensure sound fiscal and system management.
  • Ensure the delivery of qualitative and quantitative goals and outcomes of programs and services. Work with impact assessment associate and other staff to meet program deliverables.
  • Coordinate and analyze data to inform the program and/or operation decision-making process. Use the existing Salesforce, IMA and other platforms to increase HC?s efficiency, transparency and collaborative efforts. Develop an assessment protocol to determine the feasibility and sustainability of programs as well as lead to more effective and efficient service delivery.
  • Work with HR and senior operations director to determine staffing plans to achieve program goals, objectives, and participate in hiring decisions for new program staff. May also assist with monitoring existing and creating new performance measures for outreach and recruitment, completion rates, employment, retention, college, training, enrollment, completion, and other measures core to HC?s mission and values. As applicable, assist with addressing employee relations issues and concerns including facilitating training sessions
  • Update leadership on any changes in laws, regs, and guidelines which affect the business
  • Implement and update policies and procedures.

Qualifications and Requirements:

  • Bachelor?s and/or advanced degree in social/human services or a related field is strongly preferred. A minimum of 10 years of supervisory and management experience is required; LCSW certification is a plus.

  • Excellent written and oral communication skills, with the ability to represent the organization across a broad spectrum of stakeholders and constituencies.
  • Exceptional relationship-building skills with a keen awareness of community dynamics, capable of finding common ground, building consensus, and strengthening collaboration among diverse stakeholders.
  • Ability to thrive in a fast-paced, outcomes-driven, and entrepreneurial environment.
