The Chief of Police is responsible for ensuring the laws of the Commonwealth of Virginia and the policies, procedures, rules, and regulations of Virginia Peninsula Community College and the Department of Police, Safety, and Security are upheld.The Chief of Police serves and protects faculty, staff, students, visitors, and property of Virginia Peninsula Community College; manages the day-to-day operations and administration of police and security services in a manner to ensure a high level of service professionalism; directs, plans, oversees, and evaluates programs and services to ensure the protection of life and property, detection and investigation of crimes, and the enforcement of laws, rules, and regulations; promotes positive public relations, owing to the high visibility and public contact nature of the department; and serves as a member of the College's Threat Assessment Team, a subcommittee of the College's Crime and Violence Prevention Committee.In collaboration with the Director of the Department of Police, Safety, and Security, the Chief of Police ensures all aspects of policing, safety, security, and/or emergency preparedness, mitigation, response, recovery, and exercise are accomplished. This position is designated as a Campus Security Authority (Clery Act) and Responsible Employee (Title IX). May be requested to conduct criminal investigations as needed or requested.The Chief of Police may be required to perform other duties as assigned as necessary, appropriate, and/or available.Minimum Qualifications:* Successfully meet all the requirements established in the Code of Virginia § 15.2-1705 and related Code sections.* High school graduate or GED.* U.S. Citizen.* Minimum of 18 years of age.* Successfully complete a background investigation including fingerprint-based criminal history records inquiries to both the Central Criminal Records Exchange and the Federal Bureau of Investigation in accordance with the Code of Virginia requirements (background investigation may be conducted by an external law enforcement agency on behalf of the College).* Successfully undergo a physical examination subsequent to a conditional offer of employment conducted under the supervision of a licensed physician.* Successfully complete the candidate's physical abilities assessment, as may be required by the Department.* Successfully complete annual incumbent physical ability testing/work performance evaluation, as may be required by the Department.* Successfully complete a psychological examination, after a conditional offer of employment, conducted under the supervision of a licensed psychiatrist or a licensed clinical psychologist, as may be required by the Department.* Possess a combination of or relevant education, training, certification, and experience in law enforcement, criminal justice, public safety administration, public administration, or other closely related fields. Extensive and relative full-time multi-year experience.* Experience in cultivating and maintaining collaborative partnerships.* Extensive progressive executive-level leadership and supervisory experience equivalent to the rank of police Lieutenant or agency equivalency to a Lieutenant.* Must possess and maintain for the duration of employment in this position an unincumbered and unexpired Virginia (DCJS) law enforcement officer certification as a sworn police officer.* Must possess and maintain for the duration of employment in this position current and acceptable firearms (sidearm, tactical/assault rifle, shotgun, as employed by the department) with a minimum score of 70%, as well as OC (pepper) spray and/or Conductance energy weapon (CEW), Conductance energy device (CED), Electronic control device (ECD) (taser).* Must possess and maintain for the duration of employment in this position a valid driver's license with acceptable driving record (as determined acceptable by the College).* Must possess certification or be able to obtain certification within three months of employment in Basic Life Support [BLS] (CPR/AED), REVIVE, First-Aid (or possess valid Virginia EMT or Paramedic certification).* Must be able to work an irregular schedule at all College campuses and sites.Knowledge:* Comprehensive knowledge of operational characteristics, services, and activities of a police and security program. ·* Comprehensive knowledge of law enforcement and security methods including community policing, crowd control principles and investigative procedures.* Knowledge of pertinent federal, state, and local laws, codes, and regulations including laws of arrest and retention, legal rights of citizens, rules of evidence, and traffic and parking control laws and regulations.* Knowledge of practices, policies, and regulations of safety and security related to institutions of higher education (campus) including The Clery Act, VAWA Act, and Federal Title IX laws.* Thorough knowledge of the requirements and techniques of law required to successfully perform enforcement, including crime prevention, investigation, suspect apprehension, and reporting.* General knowledge of emergency and disaster preparedness procedures.* Thorough knowledge of organizational and management practices as applied to the analysis and evaluation of programs, policies, and operational requirements.* Comprehensive knowledge of modern and complex principles and practices of police and security program development and administration; offensive and defensive weapons nomenclature and theory; interviewing and interrogation techniques; operating characteristics of modern police equipment, including interoperable communications.* General knowledge of advanced principles and practices of accounting principles, including budget preparation and administration.* Thorough knowledge of supervision, training, performance evaluation, and law enforcement personnel management principles.* Expertise in law enforcement operations, investigations, criminal law, Incident Command, and proactive community policing.* General knowledge and experience seeking, applying for, and managing grants.* General knowledge of leadership, supervisory methodologies, and best practices.* General knowledge of OSHA and VOSH regulations, laws, and/or policies.Skills* Capable of evaluating risks and benefits to make an informed decision.* Excellent and effective C-suite level communication and interpersonal skills, including, but not limited to, professional written and verbal skills (including presentation skills) and the ability to interact and work with individuals at all levels.* Excellent skills in computers, related word processing, and spreadsheet software;
