JOB SUMMARY

Reporting directly to the County Manager, responsible for leading and overseeing the Williamson County Human Resources (HR) department including Benefits Administration, Administration Services, Compensation, and Workforce Services teams. Directs the planning, financial, and administrative functions of the department.

EXAMPLES OF WORK PERFORMED

* Ensures compliance with applicable federal and state employment laws and regulations

* Collaborates with senior leadership to recommend and resolve employee relations issues

* Guides and consults departmentleaders on various HR topics relating to employee relations, public health and safety, onboarding, and legal matters

* Participates as a member of Williamson County's senior leadership team for matters related to HR

* Leads and supervises HR and Benefits staff; performs personnel management including hiring, termination, evaluation, employee recognition, and disciplinary actions

* Directs the administration, coordination, and communication of policies and procedures regarding various HR laws and practices including, but not limited to: Equal Employment Opportunity (EEO), Family Medical Leave Act (FMLA), Americans with Disability Act (ADA), Fair Labor Standards Act (FLSA), Workers Compensation, hiring/staffing, compensation, and records management

* Attends Commissioners Court and represents department and county on various HR items

* Monitors County-wide staffing levels while directing the organization's recruitment and hiring process

* Develops county-wide HR policies and procedures and assists in the development of other county policies in accordance with legislative initiatives

* Counsels and coaches' employees on issues, concerns, and grievances

* Administers, reviews, and provides recommendations to senior leadership and the Commissioners Court regarding market analysis, compensation, reclassifications, job postings, budgets for new positions, etc.

* Develops and manages HR and Benefits annual budgets and monitors for compliance

* Leads strategic plan team for the culture pillar and implements strategies

* Develops and directs various HR processes and programs including salary study, grievance, and training

* Partners with actuaries, consultants, and other vendors for HR related expenditures to ensure quality service and products are delivered

* Serves as coordinator for Texas County & District Retirement System (TCDRS), ADA, Sick Leave Pool

* Serves as Civil Service Director

* Attends all meetings and trainings, as required

* Performs special duties as assigned

PHYSICAL DEMANDS

* Position involves prolonged sitting at a workstation, visual examination of documents, reaching, walking, twisting, bending, standing and occasional lifting/carrying

ENVIRONMENTAL FACTORS

* Work is primarily indoors in an air-conditioned environment

* Regular travel between work sites as required

IRREGULAR HOURS

* Work outside of the normal office hours (Monday-Friday 8 a.m. to 5 p.m.) may be required

* May be deemed essential personnel in the event of an emergency

* Regular attendance is required

MINIMUM QUALIFICATIONS

* Bachelor's degree in Human Resources, Public Administration, or Business Administration and eight (8) years of senior level HR experience to include compensation administration, benefits administration, employee relations, recruiting and interviewing, policy administration, budget management, and organizational development

* Six (6) years of office and personnel management experience

* Extensive knowledge of employment laws

* Working knowledge of Microsoft Office Suite

LICENSES AND CERTIFICATIONS

Required within thirty (30) days of employment

* Valid driver's license

PREFERRED QUALIFICATIONS

* Master's degree in Human Resources, Public Administration, or Business Administration

* One of the following certifications: Certified Compensation Professional (CCP), Senior Professional in Human Resources (SPHR), Professional in Human Resources (PHR), or The Society for Human Resource Management - Senior Certified Professional (SCP) or Certified Professional (CP)

* Previous public sector experience

* Previous experience with civil service
