Position Title: Chief Program OfficerReports to: The President & CEOExempt/Non-Exempt Status: ExemptPay range: $110,000-$125,000We are seeking a mission-driven Chief Program Officer (CPO) who excels in collaboration and is deeply committed to equity. An individual who is a strategic thinker dedicated to fostering growth in others and a strong communicator who is responsive to the organizations needs. The ideal candidate will have extensive experience in compliance, program development, people management, housing and family services. The Chief Program Officer is responsible for establishing the strategic vision and developing the operating strategies that guide the daily management of all service lines across all sites and locations. The CPO provides leadership, oversees administrative eciency, and ensures that policies and procedures are correctly implemented for optimal program effectiveness and efficiencies. The CPO also ensures best practices in programs and high-quality services.KEY RESPONSIBILITIESLeadership and ManagementLead programmatic development and implementation for the organization, aligned with strategic priorities and commitment to equity throughout.Provide the leadership, management, and vision necessary to ensure proper organizational controls, reporting procedures, and personnel to eectively deliver services effectively.Oversee the coordination, integration, and delivery of programs and related activities, promoting collaborative relationships between program areas and ensuring that the expectations of clients, partners, funder, and other stakeholders are consistently met.Work collaboratively with all senior leaders to support fundraising initiatives.Demonstrate the ability to guide and encourage a culture that reinforces organizational values.Leads cross-cultural and diverse populations and constituencies toward common mission and goals.Operational Excellence and Program DevelopmentLead the execution of operational strategies and initiatives identied by the CEO and the leadership team.Lead efforts to build and expand organizational infrastructure to support program growth and service delivery.Oversee and enhance current organizational programs and services, ensuring compliance and quality service delivery.Develop and implement new programs and initiatives to meet evolving community needs.Team Development and LeadershipProvide leadership to promote diversity, equity, inclusion, and belonging and the implementation of the organizational plan.Foster a culture of excellence, collaboration, and professional growth and development among staff members.Partner with the Human Resources department to create strategies for recruitment and retention.Collaboration and PartnershipsCultivate and maintain strategic partnerships with other organizations, funders, government agencies, and stakeholders.Represent the organization in a variety of settings to enhance its visibility and impact.Collaborate and develop internal partnerships with support departments to build the infrastructure of the organization.Be an ambassador for the individuals served, staff, stakeholders, and the organization.Quality, Compliance and Risk ManagementEnsure compliance with relevant laws, regulations, and industry standards through a comprehensive compliance program.Develop systems to identify, manage, and mitigate risks to protect the organization's reputation and assets.Create an infrastructure to support measuring Key Performance Indicators and consistently improving program and service delivery.Fundraising & Community OutreachMaintain communication and relationships with funders and community stakeholders.Support the Senior Vice President of Agency Advancement in soliciting funding opportunities and completing program reports.Work collaboratively with the Development and Communications Department to facilitate the acquisition of resources to support the organization.Promote awareness of Volunteers of America Upstate New YorkFiscal ManagementDevelop and manage operations budget and monitor program expenditures.Responsible for executive-level budget development and management of programs and services.Works closely with the Chief Financial Officer and Finance Team on the appropriate design and implementation of reporting for long-range and short-range planning to support financial management and the organization's health.Facilities ManagementEnsure high standards of facilities management by supporting the facilities team and implementing quality assurance methods.Oversee, support, and participate in all major construction and renovation projectsCollaborate with the Vice President of Facilities and Information Technology to monitor physical structure and grounds maintenance through routine inspections and oversee processes to ensure the timely completion of needed facility repairs.Support the Vice President of Facilities and Information Technology in verifying the completion and quality of maintenance services provided by outside vendorsUnderstand the workings of all facility systems, including heating, cooling, security, electrical, etc.MINIMUM REQUIREMENTSEducation. Master's degree required in a human service related field . Masters Degree in Social Work (MSW) or other Masters level clinical degree, with a valid license highly preferred.Experience. At least 10 years of experience with demonstrated progressive management and leadership experience in healthcare, nonprofit management, human services, behavioral health, social services, affordable housing, or substance use services.Competencies.Demonstrated track record of successful leadership and operational management.Strong financial acumen and experience managing complex budgets and financial performance.Exceptional communication, interpersonal, and negotiation skills.Proven ability to lead and develop high-performing teams.Commitment to fostering diversity, equity, and inclusion.Program development and implementation expertise.Development of quality, compliance, and risk management infrastructure.Environmental Working Requirements:Work is done on-site at our administration office and/or our program site locationsHours of Work: Full-time. Flexible and varied.Travel: Travel within service areas, some out-of-area travelPHYSICAL & WORKING REQUIREMENTS:Performing the duties of this job requires talking: Expressing or exchanging ideas by means of the spoken word; those activities where detailed or important spoken instructions must be conveyed to other workers accurately, loudly, or quickly.
