JOB SUMMARY: The Chief Talent Officer (CTO) provides executive-level leadership and guidance to the organization's HR strategies and operations for 600+ Union and Management staff. The CTO is responsible not only for setting, enforcing, and evaluating legally compliant human resources policies, procedures, and best practices, but also identifying and implementing long-range strategic talent management goals. You will work closely with the Executive Team performing all facets of HR-related duties partnering with the Chief Financial Officer (CFO), Chief Program Officer of Youth & Community Development, Chief Operating Officer (COO), Chief Development & Communications Officer (CDCO), as well as senior management staff. This position carries out responsibilities in the following functional and strategic areas: benefits administration, employee relations, labor relations, training, performance management, onboarding, policy implementation, recruitment/employment, affirmative action and employment law compliance. EDUCATION, EXPERIENCE AND SKILL REQUIREMENTS:
  • Masters preferred
  • Minimum of 10 years of Human Resource Management experience required
  • HR Certification preferred
  • Strategic, Talent Management and/or Business Development experience preferred
  • Knowledge of proven and emerging techniques in all aspects of personnel management
  • Strong communication skills (both verbal and written)
  • Excellent supervisory, leadership, interpersonal and conflict resolution skills
  • Excellent organizational skills
  • Strong analytical and problem-solving skills
  • Thorough knowledge of employment-related laws and regulations
  • Experience with development and implementation of human resource information and payroll systems
  • Experience with labor relations in a unionized environment
Supervisory Responsibilities:
  • Supervises Management-level HR and Payroll staff
  • Oversees the daily workflow of the HR department and the administration of human resource programs including, but not limited to, compensation, benefits and leaves, disciplinary matters, disputes and investigations, performance & talent management, evaluations, recognition, morale, occupational health and safety, and training and development
ESSENTIAL DUTIES AND RESPONSIBILITIES:
  • Partners with the Executive Team to develop, implement and communicate human resource policies, procedures, laws, standards and government regulations
  • Maintains the Employee Handbook
  • Collaborates with executive leadership to define the organization's long-term mission and goals; identifies ways to support this mission through talent management
  • Identifies key performance indicators (KPI's) for the organization's human resource and talent management functions and assesses the organization's success and market competitiveness based on those metrics
  • Researches, develops, and implements competitive compensation, benefits, performance appraisal, and employee incentive programs
  • Oversees benefits administration including claims resolution, change reporting, approval of invoice payment, and communicating benefit information to employees
  • Ensures compliance with employment benefits, insurance, safety, 401K, EEOC and other labor laws, regulations, and requirements
  • Administers and manages the 401K Plan
  • Maintains knowledge of laws, regulations, and best practices in employment law, human resources, compensation and talent management
  • Drafts and implements the organization's staffing budget for the department.
  • Participates in professional development and networking conferences and events.
  • Oversees department's recruitment efforts including the posting of positions, recruitment advertising and other outreach partnerships
  • Handles labor relations matters and coordination of the grievance process
  • Monitors unemployment claims and assists with appeals on workers' compensation claims and coordinates between the employee and insurance carrier
  • Responsible for Workers Compensation and 401k Audits
  • Performs other duties as required and assigned.
