Incumbent must schedule and distribute available resources to provide effective, efficient plant operation. Assignments are received orally and in writing. All work is performed under the general direction of the division superintendent. ESSENTIAL JOB FUNCTIONS (ILLUSTRATIVE ONLY) Organize and direct daily operation of a water or wastewater treatment plant. Plan, assign, and supervise the work of plant operations and respective support team members. Trains and instructs personnel on facility process control, operational protocols, equipment operation procedures and standard safety practices. Determines operational status of equipment, requests and coordinates necessary electrical, mechanical and instrumentation repairs. Reports any serious or potentially hazardous situations to division superintendent. Manages the daily distribution of potable or reclaimed water. Coordinates efforts with field personnel to assure proper operation of the potable water or reclaimed water distribution system. Manages the residual/biosolids program to comply with regulatory requirements. Directs or takes required corrective actions to comply with terms of the facility operating permit. Prepares and maintains plant records and reports to ensure that legal documentation of the plant operations is correctly maintained for regulatory inspections and review. Inspects plant log records, gauges, meters and other plant testing and measuring devices to ensure that equipment is calibrated and functioning properly. Maintains inventory of supplies and equipment for proper facility operation. Supervises and evaluates team member performance. Counsels team members and administers discipline as directed. Holds periodic meetings to inform team members of City/department policies and procedures. Performs related work as required.KNOWLEDGE, ABILITIES, AND SKILLS:
- Must have a combination of knowledge and experience with the complex principles, practices and techniques of water/wastewater treatment plant operations.
- Must have a combination of knowledge and experience with treatment plant equipment, computer systems, SCADA and related operational requirements of a complex treatment plant and distribution system.
- Must have a combination of knowledge and experience with laboratory techniques and procedures as related to water/wastewater treatment and analysis.
- Must have a combination of knowledge and experience with occupational hazards and applicable safety precautions.
- Must have the ability to develop and conduct operators training.
- Must have a working knowledge of applicable Florida Department of Environmental Protection regulations.
- Must have the ability to plan, organize, assign, supervise and review the work of team members engaged in various operations to assure efficient results.
- Must have the ability to analyze technical problems and to exercise independent judgment in arriving at conclusions.
- Must have the ability to establish and maintain effective working relationships with all City team members.
- Must have the ability to express oneself clearly and concisely, orally and in writing.
- Must have the ability to give direction and instruct team members in completing job assignments.
EDUCATION & EXPERIENCE High school graduate or equivalent diploma is required. Must possess water operator Class B certificate issued by Florida DEP (must obtain A within one year of hire). Three to five years of progressively responsible experience in water/wastewater field required. A combination of education and experience may be considered. SPECIAL REQUIREMENTS Must possess a valid Florida Driver's license. Must possess a State of Florida A Certified Water or Wastewater Operators license or ability to obtain the same within one year. Must have the ability to respond to off-duty calls within 30 minutes. Work schedule may include odd workweek. Subject to emergency call-out during off-duty hours and on weekends as required. PHYSICAL REQUIREMENTS: Must have the ability to climb stairs and ladders frequently; use basic tools, laboratory equipment and safety equipment frequently; read printed material daily; communicate verbally and in writing daily; operate a vehicle on a daily basis; ability to enter confined spaces such as well pits or tanks infrequently; ability to lift and carry up to 50 pounds for distances up to 50 feet infrequently. Bending, stooping, pulling required on a daily basis. Work may be required to be performed in adverse weather conditions.
