We're looking for a Child Placing Agencies (CPA) Regional Licensor (Social and Health Program Consultant 2) to join the team in our Kent Office. Click here to learn more about The Opportunity: In your role as a CPA Regional Licensor (SHPC2), you will serve Child Placing Agencies and their certified foster homes. You will perform advanced-level, specialized provider management within the Licensing Division to clients and customers of Foster Care Licensing by independently developing, administering, and monitoring social service programs for the risk of health and safety to children. You will be responsible for administering uniform procedures according to RCWs, WACs, and policies for health and safety monitoring, recruitment, partnership development, licensing, technical assistance, complaint investigations, documentation, and legal activities for all required programs. In performing all assigned duties, you will focus on understanding and respecting the strengths of families and providers including their heritage, cultural beliefs and values, communication, and learning styles. Some of what you'll do:
  • Approve or deny applications to license or relicense Child Placing Agencies certified foster homes in accordance with WAC and policy guidelines.
  • Perform specialized review of all elements related to child health and safety, to assess potential risk and compliance with all licensing regulations and standards to recommend or decline for licensure.
  • Assess CPA policy and procedures to ensure developmental appropriateness, an anti-biased approach, and cultural relevancy for all ages served.
  • Conduct program evaluations to identify provider strengths and challenges.
  • Assist providers in their program development to meet licensing requirements.
  • Complete all licensing applications within the required timeframe in accordance with the Revised Code of Washington (RCW) 74.15.
  • Submit initial, renewal, and probationary licenses and certifications to the Licensing Division Supervisor.
  • Establish and/or maintain a file for each required provider in accordance with DCYF's agency-specific schedule and DCYF's policies and procedures.
  • Review exception of waiver requests, recommending approval or denial based on DCYF policy and procedures.
  • Provide assistance to providers in order to retain the service provider, when appropriate.
  • Appear and provide testimony as the Department's representative at hearings concerning licensing adverse actions.
  • Utilize FamLink/WA CAP to document activities and maintain provider records within program and manual standards, accountability requirements and agency's documentation practice.
Required Qualifications:
  • Four (4) years of experience completing professional level Child Placing Agency licensing, Foster Home licensing, Home Study, Licensing Investigation and evaluating facts to recommend for management action, or decide compliance with program guidelines and regulations.
OR
  • One year of experience as a Social and Health Program Consultant 1 or Social Services Specialist 2.
OR
  • A Bachelor's Degree in social work, a health or social science, public administration, or a related field; AND two years of professional experience in professional level Child Placing Agency licensing and/or Foster Home licensing and/or Home Study, Licensing Investigation and evaluating facts to recommend for management action, or decide compliance with program guidelines and regulations.
OR
  • A Master's degree or higher in social work, a health or social science, public administration or a related field, AND one year of professional experience in professional level Child Placing Agency licensing and/or Foster Home licensing and/or Home Study, Licensing Investigation and evaluating facts to recommend for management action, or decide compliance with program guidelines and regulations.

  • Experience in home study and/or licensing CPA's and/or foster homes.
