GENERAL DESCRIPTION
Under the general direction of the Director of Public Works, or their designated representative, this position is responsible for the management and operation of the City's Engineering Services Division. Work involves responsibility for the planning, organizing, directing, supervising, and coordinating of engineering activities in the various divisions of the Public Works department. Work includes development of divisional policies and procedures, short and long range program planning, and decision making. Assignments are carried out within established policies, procedures, regulations, and guidelines issued by the City, County, State, and Federal agencies. Work is evaluated through observations, conferences, and reports.
SUPERVISION EXERCISED
Will perform direct supervision over the Engineering Services Division professional, technical and clerical staff.
IMPORTANT AND ESSENTIAL DUTIES
Conference with and advise Engineering Division staff on planned engineering projects, develop short and long range plans for City Engineering projects, assign engineering plans, including schedules, feasibility studies and cost estimates, perform overall project management for City public works.
Provides review of engineering plans and programs and the development of project scope requirements.
Prepare Engineering Division budget and assist with Departmental budget preparation and control.
Assists in review of operational procedures and evaluates work performance of Engineering Division staff.
Hire, assign, supervise and evaluate Engineering Division staff; assists in hiring and evaluation of other departmental personnel.
Advises other departmental personnel on engineering functions associated with their work.
Assists in liaison efforts to other City departments and outside organizations; responds to information requests and general citizen inquiries.
Represents the Department Director before Council and other agencies and groups as required and appropriate.
Safely operate a City vehicle periodically to support City activities to include, but not limited to, transporting personnel to/from locations outside of City Hall, delivering or picking up materials for day-to-day operations, and attending off-site meetings.

Principles and practices of engineering as applied to public works or utilities construction and maintenance, including methods, materials and techniques.

Design, supervise, and review the preparation of engineering plans and studies.
Apply fundamental concepts of engineering theory, work with advanced mathematical operations methods, and functions of real and complex variables.
Manage multiple projects simultaneously and prioritize effectively.
Operate a computer and standard office equipment.
Communicate effectively, both orally and in writing, in a clear and professional manner.
Maintain accurate records.
Assimilate information to arrive at logical conclusions and to make responsible recommendations.
Analyze problems, evaluate alternatives, and make recommendations.
Provide responsible administrative assistance in budget, organization, personnel, staffing and scheduling in a large service-oriented department.
Manage conflict and resolve disputes with Project Construction projects and the Public.
Establish and maintain cooperative working relationships with those contacted in the course of work, both internally and externally.

Experience and Training Guidelines:
For positions with more than one level, all listed requirements at the lower levels are required at the higher levels. Any combination equivalent to experience and training to provide the required knowledge, skills, and abilities may be qualifying. Knowledge, skills, and abilities may be obtained through:
Experience:
Experience in organizational management activities, including budgetary control is required.
Five (5) years of progressively responsible engineering experience after registration is required.
Graduate level engineering education may be substituted for engineering experience on a year per year basis.
Experience in Land Development including grading, drainage, street and utility design preferred.
Municipal City Engineer experience is preferred.
Education/Training:
A Bachelor's Degree from an EAC/ABET accredited university with major course work in civil engineering or a related engineering field is required.
License or Certificate:
A licensed professional engineer by the State of Texas Board of Professional Engineers and Land Surveyors is required within 6 months.
A valid Texas driver's license; the ability to obtain one within ninety (90) days, or a military waiver is required.
A Certified Floodplain Manager certification is required within 12 months of hire date.
Special Requirements:
Exposure to cold, heat, noise, outdoors, chemicals, explosive materials, mechanical hazards, and electrical hazards.
Ability to travel to other work locations.
