SALARY RANGE: $63,750.00 - $86,250.00DISTINGUISHING FEATURES OF THE CLASS: The work involves participating in public personnel administration at the Erie County Medical Center Corporation. The incumbent works with various levels of hospital staff relating to Civil Service and personnel matters to ensure compliance with Civil Service Laws. The work is performed under the general direction of the Vice President of Human Resources. Supervision is exercised over lower level professional, technical and clerical staff. Does related work as required.TYPICAL WORK ACTIVITIES:Develops and administers programs pursuant to Civil Service Laws and regulations;Counsels Department Heads on writing or revising job descriptions;Collaborates with departments to develop and/or revise class specifications to reflect key elements of position, level of work and differentiation form other classes;Collaborates with Erie County Personnel for review and approval of job descriptions;Develops internal tracking system for job descriptions;Prepares justifications for removal of titles from the competitive class; submits justifications to Erie County Personnel for approval;Reviews organization pay practices and makes recommendations for salary changes to meet organization needs, collective bargaining and compliance with federal and state laws;Performs desk audits and makes recommendations on same;Reviews, analyzes, creates or responds to suggested civil service language changes for collective bargaining units;Discusses and reviews position vacancies with employees, manages and administrators;Supervises and/or conducts recruitments for civil service positions;Counsels and advises Department Heads and administrative staff concerning the application and interpretation of Civil Service Law and Rules;Assigns work, trains, evaluates and disciplines subordinate employees;Prepares and presents oral and written reports.FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS: Thorough knowledge of the general principles and practices of public personnel administration; thorough knowledge of New York State Civil Service Law; good knowledge of the organization of the Erie County Medical Center Corporation and its Departments; good knowledge of organization methods and techniques; good knowledge of modern human resource management practices and laws; ability to establish and maintain effective working relationship; ability to meet and deal with people effectively; ability to prepare and present clear and concise oral and written reports of findings and recommendations; ability to effectively use Microsoft applications; ability to supervise the work of others; integrity; resourcefulness; sound professional judgment; capable of performing the essential functions of the position with or without reasonable accommodation.MINIMUM QUALIFICATIONS:
Graduation from a regionally accredited or New York State registered college or university with a Master's Degree in Personnel Management, Human Resources, Public Administration or closely related field and three (3) years of personnel or labor relations experience, one (1) year of which was in the public sector; or:Graduation from a regionally accredited or New York State registered college or university with a Bachelor's Degree in Personnel Management, Human Resources, Public Administration or closely related field and five (5) years of personnel or labor relations experience, one (1) year of which was in the public sector; or:Graduation from a regionally accredited or New York State registered college or university with Law Degree with specialization in Labor or Employment Law and three (3) years experience in the practice of labor or employment law, one(1) year of which was in the public sector:An equivalent combination of training or experience as defined by the limits of (A), (B) and (C).NOTE: Personnel experience includes activities in areas such recruitment, screening, selection procedures, employee services, maintaining employee personnel and employment records.NOTE: Verifiable part time and/or volunteer experience will be pro-rated toward meeting full time experience requirements.
