Job SummaryThis is an administrative and supervisory position responsible for developing, implementing and administering daily operations of the Juvenile Court. Work involves coordinating the court functions of the clerks, supervising assigned staff, assisting with court proceedings and maintaining court records in accordance with prevailing laws, policies and procedures. Essential Functions Essential Functions: These are Intended only as illustrations of the various types of work performed. The omission of specific duties does not exclude them from the position. Supervises court clerk personnel, assigns and reviews work, trains and instructs in work methods, evaluates performance, disciplines/coaches of staff as needed, and completes timecard approvals; prepares and coordinates monthly calendar of assigned staff. Conducts applicant screenings and interviews for court clerk personnel to fill department vacancies. Manages all complaints, petitions, pleadings, and filings made to the Juvenile Court including Superior Court transfers and prepares case files for Court processing. Maintains all files, proceedings, court pleadings and cases in computerized system appropriately for the Court; responsible for storage facility where records are stored offsite. Participates in the preparation of department budget-making process; recommends and justifies operational and budgetary requests; maintains accurate financial records by administering the budget. Maintains inventory of department equipment and supplies; oversees and participates in purchasing activities by obtaining the necessary quotes and all equipment, replacements, and supplies for the court. Creates, maintains, and supervises court calendars for juvenile filings and special proceedings and distributing printed court calendars to appropriate parties and entities. Prepares Orders for transfer of matters to other jurisdictions. Assists in preparing pro se pleadings for judicial review, and other pro se filings. Maintains attorney appointment list and consults with appointed counsel. Manages the courtroom and juvenile court conference room by scheduling, promoting availability, proper suitability, and ensuring all hearings are staffed appropriately. Supervises case preparation for Citizen's Foster Care Review Panel. Maintains telephone lists of all attorneys, agencies, and providers appearing in court. Responsible for proper accounting of all monies for restitution payments, supervision fees, startup fees, and fines; balancing accounts, issuing checks and prepares monthly reporting/distribution of funds for Clerk's Authority, and other agencies. Supervises proper preparation and transmits records to appropriate appellate courts upon appeal notification received. Appropriately issues and signs summonses and subpoenas. Arranges for court reporters and transcripts as appropriate; Certifies court records/documents as needed. Prepares and maintains court, juvenile office forms and statistical sheets, provides computerized reports as requested by the Judge. Attends court sessions, office, professional, and relevant community meetings as directed. Ensures all dispositions are entered in JCATS and CPRS; reports offenses and depositions to DDS and GCIC on applicable offences. Arranges for the transport of juvenile and/or adult detainees for court proceedings. Assists the Judge with correspondence, appointments, and judicial obligations. Creates and maintains juvenile office files and data for the Judge as directed. Complies with all Georgia laws, rules, and regulations for Clerks of the Juvenile Courts. Develops and implements departmental policies and procedures. Coordinates travel arrangements and prepares related documentation for employees and judges. Prepares and updates forms, reports, correspondence, petitions and motions, etc. Answers telephone and greets visitors upon arrival; processes incoming and outgoing mail. Responds to all request for information and records from Special Assistant Attorney General, DJJ, DFCS, CASA, Public Defender, District Attorney, court reporters, families, etc. Coordinates the sealing of juvenile records, reviews applications for completeness, schedules hearings, notifications, prepares orders following hearings and mails certified copies to all parties involved. Schedules Pro Tern Judges as deemed necessary by the appointed Juvenile Court Judge. Processes attorney application for indigent defense, prepares appointments and application fee payments. Additional Duties: Employees in this classification may be expected to perform any related duties as required by proper authority. Knowledge, Skills and Abilities Knowledge of the functions, policies and procedures of Juvenile Courts, courtroom procedures, and the Judicial process in Georgia. Knowledge of general office procedures, office equipment, and computer programs. Knowledge of the Georgia Crime Information Center (GCIC) procedures. Knowledge of Rockdale County employment policies and procedures. Ability to develop and administer departmental policies, procedures, plans and activities. Knowledge of generally acceptable accounting and record keeping practices. Knowledge of the Georgia legal system in general and legal terminology. Ability to operate computers used in the operation of law enforcement and computer applications such as Microsoft Word, Excel, PowerPoint, Access, Publisher, and Outlook as necessary. Ability to communicate clearly in oral and written form. Ability to deal with the public and governmental agencies. Ability to cooperate in an office environment and assist others where needed. Skills in management and employee relations. Ability to see and perceive color and depth. Ability to use independent judgement and discretion in managing and resolving problems. Ability to develop and implement long-term goals. Ability to comprehend, interpret reports, and apply laws, regulations, procedures and related information. Minimum Qualifications 1) Bachelor's Degree in Business Administration or a related field.2) Five (5) years of judicial experience. Must have extensive experience utilizing word processing and spreadsheet computer software applications3) Or have a combination of education, training and work experience that is equivalent to #1 and #2 above that provides the requisite knowledge, skills and abilities for this job.
