Salary : $79,769.00 - $99,711.00 Annually Location : Globe, AZ Job Type: Full-Time Job Number: 25-014 Department: Board of Supervisors Opening Date: 02/19/2025 Purpose of the Job Performs records management and professional level administrative work of considerable difficulty; serves as the sole appointed statutory officer of the County and is responsible for the performance of all duties and functions set forth in A.R.S. § 11-241, under administrative direction or the Board of Supervisors (BOS) or their designee. This position serves as a County Officer pursuant to A.R.S. § 11-401. It is an appointed and unclassified position. Essential Duties and Responsibilities SUPERVISORY RESPONSIBILITIES Regularly assigns work to other employees and supervises related activities. Makes final decisions on hiring employees; scheduling work hours of employees; evaluating performance of employees; handling employee grievances; employee training; granting time off; employee promotions; employee salary increases; disciplinary actions; employee coaching; discharging employees; and managing employees. ESSENTIAL DUTIES AND RESPONSIBILITIESTIME SPENT
  • Reviews BOS meeting agenda language and supporting documentation submitted; prepares BOS agenda and post in accordance with the Statutory requirements; responds to problems and concerns related to the process and agenda product; reviews contracts and other supporting documents based on County policies and/or Statutes; works with County legal counsel to ensure compliance with laws and relevant Statutes; follows up with departments/elected officials on missing or incorrect documentation; and interacts with department heads/elected officials regarding review of agenda items; responsible for post-meeting completed actions, including review of BOS actions, and assigning staff follow-up actions; attend all public and executive meetings of the BOS.

  • Provides consultation and professional assistance to County employees, citizens, department/elected office personnel, and the public regarding actions and related information pertaining to the BOS functions.

  • Works with management to improve the delivery of services to include recommending changes to internal policies and procedures and/or developing new internal policies and procedures. Regularly reviews Statutes and works with County Manager to ensure internal procedures are followed and internal policies and procedures are updated as appropriate.

  • Supervises the creation, preservation, distribution, and retrieval of official actions of the BOS and other boards of which the BOS sits on to include writing and editing minutes of meetings.

  • Accepts documents required by law to be filed with the Clerk of the applicable governing body and/or the Office of the Clerk of the Board.

  • Monitors information regarding boards, commissions and committees to track filled and vacant positions and ensure compliance with the A.R.S. and/or bylaws; notifies department heads that need appointees; monitors appointment is made within required timelines; and writes agenda staff reports for BOS appointment or acknowledgement of appointment; update and retain Oaths of Office, and provide members with Open Meeting Law regulations.

  • Performs Statutory duties regarding tax deeded land sales in consult with the BOS and/or County Manager.

  • Coordinates the processing of applications for utility franchise licenses, liquor licenses, fireworks permits, and bingo licenses and special districts as required by Statute.

  • Works on special projects and serves on other boards as assigned by the County Manager and/or the BOS.

BUDGET RESPONSIBILITIES This position reviews, edits and approves for submission departmental budget. PROJECT RESPONSIBILITIES Provides project research and clerical support on organizational planning projects. ORAL COMMUNICATION DUTIES This position trains colleagues, explains County procedures or processes and responds to public inquiries. WRITTEN COMMUNICATION DUTIES This position creates or edits documents, internal memos, policies and procedures, emails, formal letters and press releases. INTERACTIONS WITH THE GENERAL PUBLIC Interacts extensively with employees, the public, Board of Supervisors, regulatory bodies, and other Institutions over the telephone, by email, and/or in person. INTERACTIONS SPECIFICALLY WITH CUSTOMERS Continuously (More than 70% but less than 85% in a year) Minimum Education/Directly Related Experience Required MINIMUM EDUCATION REQUIRED Bachelor's Degree in public administration, business administration or closely related field; or equivalent combination of education, training and experience. MINIMUM YEARS OF DIRECTLY RELATED EXPERIENCE REQUIRED Four (4) years experience in similar capacity, serving Board members in public agencies; or equivalent combination of education, training and experience. PROFESSIONAL CREDENTIALS REQUIRED/PREFERRED Certified Municipal Clerk through the International Institute of Municipal Clerks preferred. Must possess and maintain a valid Driver's License. Supplemental Information KNOWLEDGE REQUIRED Administration and management; clerical; customer and personal service; English language and composition; law and government, and Federal, State, Local laws, regulations, Statutes.   • Rarely sits to operate special equipment; regularly sits to attend to other duties.
  • Regularly requires dexterity for keyboard, recorder and operation of other equipment.
WORK ENVIRONMENT Incumbents in this position constantly spends time in office environment; occasionally spends time in Board Room and other public areas. SAFETY RISK EXPOSURE Incumbents in this position may become exposed to verbal abuse by customers or citizens, individuals with high level of emotional distress either in-person or through the telephone. PROTECTIVE GEAR & SAFETY MANUALS Incumbents in this position are required to constantly follow written safety procedures and manuals relevant to the division or department.
