Overview The Forensics Clinical Program Manager oversees programs, staff and services for clients with mental health disorders and co-occurring disorders that are within the criminal justice system. Works with their supervisor to attend specialty courts (Mental Health Court and Drug Court as needed) and represents the agency. The program manager works with the courts to provide consultation for individuals that committed a crime and screens individuals as to their ability to aid and assist in their own defense due to mental illness. This position is responsible for quarterly data tracking for state reporting for forensic programs. Provides administrative and clinical direction and guidance to team(s). Works effectively and collaboratively within the agency and with other mental health professionals, community partners and local, state and federal stakeholders. Ensures program compliance and fidelity standards with both funding and licensing requirements. Adheres to and enforces agency policies and procedures regarding attendance, job performance and professional conduct. Supervision Exercised: Provides clinical and administrative supervision to direct service staff, which may include QMHPs, QMHAs, CADCs, and Peer Support Specialists. Coordinates supervision with Administrative Program Manager, if applicable, and ensures that clinical directives are carried out. Depending on department, may also supervise Clinical Supervisors in conjunction with their supervisor or the Clinical Director. Responsibilities Manages program in accordance with clinical standards and OARs and within the established budget. Provides administrative and clinical direction and supervision to staff within department. Meets regularly with direct reports to review job performance including clinical work, adherence to OARs, and agency policy and directives. Works with the judicial system on the Aid and Assist docket and ensures reviews are completed timely. Works with Oregon State Hospital and attends monthly Interdisciplinary Team (IDTs) Meetings and completes chart documentation. Works with the quality assurance (QA) team to ensure that data is collected timely and accurately to submit to the state for Jail Diversion and Aid and Assist. Coordinates discharge planning from the state hospital to include assessing for placement needs and ensuring wrap around services occur are in place prior to discharge. Leads regular treatment team meetings and ensures follow up on identified needs. Works with specialty courts and attends client staffings at court at the direction of their supervisor. Ensures appropriate training, monitoring and timely evaluation of program staff. Conducts (at minimum) annual performance appraisals of staff and three month performance appraisals of new hires with input from clinical staff. Successfully utilizes supervision and feedback techniques with staff, coworkers and supervisors. Works collaboratively within the agency and with outside resources (DHS, health plans, schools and other community resources) to obtain and coordinate services necessary for social development, housing needs, accessing employment and education, medical needs etc. Initiates and participates in system changes within own department, organization and with community partners that provide for increased access to care and resources for clients and improved recovery outcomes. Facilitates referrals to appropriate internal and/or external resources where indicated. Provides consultation and education services within the agency and with community partners as needed. Provides effective and efficient management of an appropriate sized case load of clients. Size of caseload is based on additional responsibilities, clients' level of acuity, and agency need. Provides primary on-call coverage for assigned programs. Feedback Informed Treatment (FIT) client data is used to inform clinical supervision to guide treatment, and the FIT model is utilized in weekly case staffing. Manager/Supervisor maintains a culture of both giving and receiving of feedback. Qualifications Candidate must possess a Master's degree in counseling, social work, or a related behavioral health field from an accredited college or university. Experience working with clients with mental illness and co-occurring disorders; experience with specific sub-populations (i.e. children, seniors) may be required. Two years' post-master's experience required to meet qualifications under Medicaid for Clinical Supervisor required. Length of Management/Leadership experience required dependent on department supervised. Certification, or willing to certify, as a CADC is a plus. Must be registered as a licensure intern with the State of Oregon or be licensed in Oregon as an LMFT, LCSW, LPC or clinical Psychologist, OR Must be a QMHP on the Mental Health & Addictions Certification Board of Oregon (MHACBO) registry.
