Salary : $40,643.20 AnnuallyLocation : Panama City, FLJob Type: Full- TimeJob Number: 20241121Department: Development ServicesDivision: Code ComplianceOpening Date: 11/21/2024Salary: Salary/Hourly wages may be adjusted based upon experience within Step Plan Parameters.MAJOR FUNCTIONSUnder the general guidance and leadership of the Director Development Services, the CodeCompliance Inspector monitors the community for code issues, facilitate voluntary compliance and when necessary, issue notice of violations to ensure corrective action is taken. This is a customer service and detail oriented technical position predominately focused on the education of citizens, businesses and property owners. This includes preparation and documentation of investigations and inspections for compliance with adopted ordinances, including state standards and regulations.ESSENTIAL DUTIESTo perform this job successfully, an individual must be able to perform each essential duty satisfactorily.   • Educate and communicate with citizens and businesses in a positive and cooperative manner to achieve compliance with the municipal codes relating to their property.
  • Communicate with various other departments, leaders, professionals and team members in an effective, cooperative, professional and team focused manner both in writing and orally.
  • Investigating complaints concerning alleged violations of municipal codes.
  • Inspect property to ascertain compliance with state law and municipal ordinance.
  • Search property records as recorded in the Tax Assessment Office and the official property record books to derive the most recent transactions affecting legal ownership of property.
  • Maintain organized exceptional notes and documentation of actions as it relates to all code enforcement communications.
  • Prepare notices of violations to Owners of Record indicating concerns that pose a threat to health or safety.
  • Confer with property owners, business and contractors regarding concerns that pose a threat to health or safety.
  • Record investigations, inspections and actions taken by the City of Panama City and corrective action taken by the property owner.
  • Prepare reports for use by administrative and judicial authorities.
  • Prepare case notes and testify at administrative hearings or in court.
  • Conduct surveys of existing structures to determine lack of proper maintenance, housing violations or other hazardous conditions.
  • Follow and implement the directions as provided by the Magistrate in relationship to code enforcement hearings and actions.
  • Perform routine research on zoning ordinances and condemnation considerations.
  • Maintain list of foreclosures and ensures property maintenance is in accordance with municipal ordinances.
  • Collaborate with City Legal Counsel regarding necessary documents and support for Code Enforcement cases.
  • Performs other duties as assigned.
KNOWLEDGE, SKILLS AND ABILITIES
  • Knowledge of the code of ordinances and land use regulations of the City of Panama City.
  • Strong interpersonal skills to encourage compliance with various municipal codes approached from a servant and educational perspective.
  • Ability to deescalate situations to achieve positive outcomes in a professional manner.
  • Knowledge of the City rules, regulations, policies and procedures as well as mastering relevant training programs and content.
  • Ability to learn and implement education in construction and design fields.
  • Ability to learn the geography of the City, proximate areas and City road network.
  • Ability to utilize maps and general navigation including directions to find and describe property, locations and areas of discussion.
  • Ability to understand and complete complex oral and written instructions in a manner that is professional and courteous.
  • Ability to enforce ordinances in a tactful, impartial and professional manner.
  • Ability to establish and maintain effective, cooperative and team focused relationships with team members, leadership and the general public, as well providing guidance, giving technical direction and explaining or interpreting city ordinances.
  • Ability to keep records, make reports from such records and provide competent professional oral testimony at hearings.
  • Ability to put signs and notifications on properties.
  • Strong knowledge of Microsoft products including but not limited to Work, Excel, PowerPoint and Outlook.
  • Ability to independently learn and utilize third party software.
  • Ability to use a camera and other recording devices to take photographs to document status and condition of property including attachment as support within system in a successful manner.
  • Ability to write in standard business English in a comprehensive, complete and professional manner.
  • Ability to perform basic measurements and mathematic calculations.
MINIMUM QUALIFICATIONS
  • Graduation from high school or possession of an acceptable equivalency diploma.
  • State certified Code Enforcement Officer or ability to obtain within six (6) months.
  • One (1) year experience in Code Compliance, home inspection, construction trade or related field preferred.
  • Valid driver's license
