Job Description :

A Collection System Technician maintains the City's Sewer System Infrastructure by assessing the condition of the sanitary sewer collection system, identifying problems, and determining appropriate corrective actions. This position operates specialized equipment to clean and repair sanitary sewers and manholes.

* Identify and report collection system condition and failures noted during cleaning and TV inspection of sewer mains, and determine correction procedures as necessary.

* Operate equipment including high pressure sewer cleaner (jetter), vac-truck and various attachments, rodder, trenchless rehab system, sewer televising inspection system, front end loader, skid steer, forklift, dump truck, sludge spreader, flushing tanker, air compressor, jackhammer, and concrete saw.

* Operate heavy equipment hauling and land applying bio-solids.

* Cut and remove roots and other debris from sewer mains using specialized equipment.

* Assist in the repair or replacement of sanitary sewer lines, force mains, manholes, and in-line sewer valves.

* Use and maintain safety equipment and personal protective equipment (PPE), and determine appropriate safety equipment and PPE per assigned task.

* Perform preventive maintenance and minor repair of all equipment and attachments including changing oil, greasing, hydraulic line changes and changing cables.

* Perform inspection, document deficiencies and report information regarding condition of sewer lines and manholes.

* Assist personnel checking and maintaining sewage lift stations.

* Assist Wastewater Plant personnel in the general maintenance of the Wastewater Plant.

* Utilize a computer and required software to store, view, and analyze video and other information.

* Perform confined space entries. Work in confines spaces such as manholes and pump stations, in accordance with OSHA standards and City policies.

* Locate sewer mains in response to Diggers Hotline requests.

* Use and maintain snow removal equipment, including trucks with plows, loader, snowblowers, and other various equipment as needed.

* Perform related work as assigned and/or required.

Additional Duties and Responsibilities

Along with the duties outlined above, please note that the following duties and responsibilities are a part of this position:

* Assist with work in other departments as needed, such as snowplowing for Public Works, repairing water main breaks for Water Distribution, or other work as deemed appropriate, etc.

* Required to answer and respond to emergency call-ins as necessary.

* Required to be available on-call on a rotational basis.

* High School Diploma or equivalent

* Possession of a valid Class D Driver's License

* Ability to obtain a valid Class A Commercial Driver's License (CDL) without restrictions on air brakes with Tanker (N) endorsement within 9 months of hire, and maintain throughout employment

* Ability to obtain and maintain Wisconsin Department of Natural Resource certificate (WAC NR114) for the Sanitary Sewage Collection System (SS) within 18 months of hire.

Preferred Qualifications

* Class A with tanker (N) endorsement Commercial Driver's License without restrictions on air brakes issued by the State of Wisconsin

* Wisconsin Department of Natural Resource certificate (WAC NR114) for the Sanitary Sewage Collection System (SS)

* Experience in construction, maintenance, or repair or municipal sewer collection systems or municipal water distribution systems

Knowledge, Skills, and Abilities

* Physically able to perform heavy manual work in all weather conditions.

* Able to physically perform all duties outlined in the job description as well as all assigned assisting work as referred to in job description.

* Ability to work in confined spaces.

* Knowledge of safe and efficient operation of conventional and specialized large and small vehicles and construction equipment typically used in sewer system maintenance.

* Knowledge of the proper methods, tools, materials, and equipment used for the repair and maintenance of sanitary sewer collection systems.

* Availability to be on 24-hour call to respond to emergencies. Must be able to report to job within a reasonable time in such instances.

* Ability to do manual labor. Must be able to frequently lift and/or move up to 125 pounds.

* Ability to use a tablet or PC to navigate the City GIS system and related computer software. Ability to understand and operate equipment control panels.

* Knowledge of basic computer skills for operating sewer inspection camera equipment.

* Ability to cooperate and communicate with other members of the staff, supervisor and public.

* Ability to perform basic mathematical calculations.

* Ability to follow directions and complete work and establish priorities.

* Ability to interpret a map and written directions.

* Ability to follow verbal and written orders.

* Ability to establish and maintain effective working relationship with staff and the public.

Physical and Working Environment

Employee performs standard activities requiring physical effort. The duties of the job include physical activities such as stooping, kneeling, standing, walking, lifting objects weighing up to 125 pounds, fingering, grasping, talking, hearing/listening (perceiving sounds in order to understand signals such as spoken directions, warning alarms, or requests for information), seeing/observing, bending/twisting (of the neck, back, or torso in order to reach, lift, tend machines, move materials, etc.), reaching (extending the hands or arms in any direction in order to push, pull, or grasp an object or control), feeling (using the sense of touch in fingers, hands, or other body parts to sense the position or quality of objects) and climbing (ascending or descending steps, stairs, ladders, scaffolding, or machines). Specific vision abilities required include close, distance, and peripheral vision; depth perception; the ability to adjust focus; and distinguish objects clearly at 20 inches or less with glasses, if needed.

The employee may be exposed to disagreeable elements of high and low outdoor temperatures. The employee may be exposed to repetitive activities; intense or continuous noise; dirty environment; poor illumination; chemical hazards, and air contamination. The use of personal protection equipment (PPE) may be required, as there is significant exposure to hazards and conditions where there is a possible danger to life, health, or bodily injury, which may include mechanical, electrical, air contamination, and heights. May be required to work in a physically confined worksite with cramped, small, or restricted workplace making it difficult to stand, sit, or walk.IMPORTANT! SCHEDULING INFORMATION:

This position is scheduled Monday - Friday, 6:50 a.m. to 2:50 p.m. with a 20-minute paid on-site meal break.

Candidates hired to his position must be available to be on-call to respond to emergencies when assigned outside of regular work days/hours. Employees who are called back into work outside their regular work schedule receive a minimum of two (2) hours of pay for such work or pay for the actual time worked, whichever is greater.

Candidates must be available to be part of the weekly on-call rotation schedule. Employees receive an additional $230 for each week they are on-call.

SALARY INFORMATION:

The full salary range is $22.36 - $31.32 per hour effective 12/22/24. Starting rate DOQ. This position is classified as non-exempt under the Fair Labor Standards Act (FLSA). Overtime for this position is defined as work in excess of eight (8) hours per day.

Employees with satisfactory performance and evaluations receive bi-annual pay increases until reaching mid-point rate, and annual pay increases thereafter until reaching the maximum rate.

CDL TRAINING INFORMATION:

The City of Wausau will make arrangements for the Employee's enrollment in the CDL training program and ensure that all necessary payments are made directly to the training institution. The City of Wausau will directly cover the full cost of the Commercial Driver's License (CDL) training program, including tuition, materials, and testing, as provided by an accredited training institution.

As a condition of receiving this benefit, Employee agrees to comply with the following terms and conditions:

* Participate in the CDL training program, adhere to the program's requirements, and diligently complete all necessary coursework, training, and examinations.

* Take and successfully pass the Theory Training Assessment with a minimum 80% and participate in Behind-the-wheel Training to demonstrate proficiency sufficient to pass the State administered CDL skills test.

* Successfully pass the State administered CDL skills test and obtain a Class A CDL or Class B CDL with no restrictions.

The City of Wausau will compensate regular wages for the class and test time. Any study time spent outside of class will not be compensable.

Further, Employee agrees to remain actively employed with the City of Wausau for a period of thirty-six (36) months following the date of receipt of the certification.

Should Employee fail to obtain the Class A CDL or Class B CDL, voluntarily terminate employment with The City of Wausau prior to the thirty-six (36) month date referenced in item E above or be discharged for cause prior to the thirty-six (36) month date referenced in item E above, Employee agrees and promises to repay the cost of the course noted in item A above. Costs will be prorated at 100% from 0 to 1 year, 75% from 1 to 2 years, and 50% from 2 to 3 years.

This agreement shall be canceled in its entirety upon completion of thirty-six (36) months of continued employment or in the event of death, a permanent layoff, or a permanent disability of the employee prior to the thirty-six (36) month date.
