This position aims to perform various operational and monitoring activities for the City's commercial solid waste and recycling programs to ensure compliance with solid waste rules, policies, regulations, and ordinances. This is accomplished by conducting field inspection work of existing and new facilities, responding to customer requests, investigating and resolving complaints, and performing outreach to educate commercial customers on solid waste and recycling programs. Other duties may include documenting field inspections and compliance, assisting commercial waste customers, attending and providing input on commercial waste enclosures in Technical Review Committee meetings, providing administrative support, and interfacing with other City employees and citizens. This position does not provide direction to other employees.

* Performs routine field inspections of solid waste containers for compliance, resolves unsafe or unsanitary field conditions, monitors activities for potential follow up by Code Enforcement, and issues warning notices in the field related to non-compliance; identifies commercial establishments in the city that do not comply with regulations for placing/retrieving refuse/recycling bins, monitors special collections; verifies collections are made from commercial establishments where problems occur. Monitors all problems with collection areas on a regular basis. Makes collections or arranges for pick-up of recycled material when required.
* Responds to commercial establishments inquiries, complaints, or requests for service pertaining to Solid Waste services in person or by phone and provides information on services available. Interacts during confrontational situations in a diplomatic and tactful manner. Distributes literature and responds regarding Commercial Solid Waste Management and recycling programs.
* Conducts field operations for Commercial Solid Waste collections. Distributes information and answers questions from commercial establishments concerning the city's collection's program.
* Responsible for investigating ordinance violations and issuing warning/fines notifications in writing to commercial establishments.
* Maintains documentation of field inspections and compliance to satisfy State and County regulations; maintains records and reports relative to customer service contacts; maintains records and reports relative to collections, hauling, and disposal of materials collected for billing purposes
* Plans, develops, and conducts public education and outreach programs. Attends community outreach events, special events, and commercial establishment meetings to communicate information and promote the city's solid waste program.
Education and Experience:
A bachelor's degree or equivalent and three (3) years of experience in Solid Waste or Code Enforcement.
Special Requirements:
* Must possess a valid Texas Class C driver's license.
* Texas Department of Licensing and Regulation Code Enforcement Officer 1 license or ability to obtain within six (6) months of employment.
Knowledge of:
* City rules, regulations, policies, and procedures with particular attention to codes and ordinances.
