Salary: $19.11 - $26.55 Hourly Location : City Hall Job Type: Full-Time Permanent Job Number: 24-00098B Department: Planning & Community Development Opening Date: 11/11/2024 Closing Date: 11/25/2024 11:59 PM Eastern FLSA: Non-Exempt Bargaining Unit: 1600 Job Level: 26-E-140 DESCRIPTION Performs technical work related to program activity delivery and implementation, contract development and management, grant documentation, and payment compilation, submission, tracking and reporting for several Community Development Grant funded programs that take place within various departments of the City of Flint and other grantee agencies. DUTIES AND RESPONSIBILITIES
- Prepares work plans, budgets, resolutions, contracts and other necessary documents required for submission of grant applications, execution of the approved grant, and implementation of grant and project activities.
- Completes all required due-diligence activities necessary to implement grant awards in compliance with federal regulations.
- Prepares and submits monthly payment requests for grant funded programs within City departments.
- Works in partnership with all City departments and other grantee agencies that receive federal funding to ensure timely contract documents and payment request submission to CED (Community and Economic Development).
- Facilitates communication within funded divisions, departments, grantee agencies, other organizations, and the Division of CED to ensure eligibility and proper documentation.
- Communicates concerns and questions to and from funded divisions, departments, grantee agencies and CED.
- Works to resolve concerns within and between funded divisions, departments, grantee agencies, other organizations and CED.
- Develops a clear process for tracking grant funded programs within City departments.
- Responsible for planning, developing and conducting training seminars, workshops, and programs to explain CED programs, guidelines, and regulations to stakeholders. Analyzes and synthesizes and interprets demographic, housing, economic, and development data; prepares relevant reports as necessary; uses information to make recommendation on program priorities.
- Attends community meetings to become informed and knowledgeable about community needs and represent department concerns.
- Develops and coordinates programs with citizen groups, organizations, and agencies to create public awareness of the Community and Economic Development Division services and programs available to the community.

MINIMUM ENTRANCE REQUIREMENTS
- Bachelor's degree in Social Sciences, Business Administration, Public Administration or closely related field and some related work experience which may be satisfied through the completion of an internship, or directly related project, or any equivalent combination of training and experience.
- Increasingly responsible professional and technical work experience in contract development, implementation and administration preferred.
NECESSARY SPECIAL REQUIREMENT:
- Possession and maintenance of a valid State of Michigan driver's license.

Required Question
