Established in 2006, the HHSA is organized into four branches: Behavioral Health & Social Services, Public Health, Economic Mobility, with a centralized Administration Services. The HHSA promotes optimal health for all. The frail, the abused, the mentally ill and those without resources look to the HHSA for services and resources to meet their basic needs, and to protect their health and safety. This transformation improves efficiency, avoids unnecessary duplication of effort, encourages collaboration among programs and organizes the HHSA's services to be more responsive to the needs of the public.The Economic Mobility Branch provides assistance and services to individuals and families in the community. Through multiple locations in Redding, Anderson, Shasta Lake, Burney and Enterprise the branch provides initial and on-going eligibility determination services for public benefits such as CalFresh, CalWORKs, General Assistance, Healthcare Programs, and WIC. The branch provides CalWORKs and CalFresh employment preparation and support services, as well as behavioral health and comprehensive perinatal alcohol and drug counseling services. Recently, the branch also added a new division to consolidate and streamline homeless and housing services within the HHSA and finally, the Economic Mobility Branch also provides referrals for individuals and families to other services within the HHSA and within the community. ABOUT THE POSITIONUnder supervision to perform a variety of paraprofessional health duties related to community outreach, referral-based client follow up, and community organizing; and to perform related work as required.DISTINGUISHING CHARACTERISTICSThe Community Health Advocate is a paraprofessional class and is distinguished from the professional classes in that the Community Health Advocate is not licensed to provide direct health care delivery. It is distinguished from a Public Health Assistant, who performs clerical work, assists the health professional in the clinic, and does not have responsibilities for independent community outreach. EXAMPLES OF ESSENTIAL DUTIESCommunity Health Advocates with the Economic Mobility Branch work in partnership with residents, communities, organizations, and service providers to improve the state of public health in Shasta County through community-based outreach and advocacy. They aid in the completion of applications such as Medi-Cal; CalWORKs; CalFresh; IHSS, and housing. Services are provided in regional offices, community outreach events, or individuals' homes.Community Health Advocates in the Economic Mobility Branch offer assistance with eligibility services, such as Supplemental Nutrition Assistance Program (SNAP), WIC, Medi-Cal, Healthy Families, and CalWORKs through their multiple locations ( Anderson, Shasta Lake, Burney, and in Redding at Enterprise and Cascade offices). In addition, they provide advocacy and referrals to needed services. The ideal candidate will have strong bilingual skills and a cultural understanding of the Hispanic, Mien, Laos, or other Southeast Asian communities. The ideal candidate shall have effective interpersonal skills, including active listening, empathy, and relationship management, and exhibit positive and open body language with respect and an open mind. The candidate should be able to work collaboratively with various groups and persons, communicate effectively both written and orally, and display a commitment and work ethic that maintains harmonious working relationships and teamwork. The ideal candidate shall have a positive, can do attitude and be open to feedback and change. The candidate must understand and respect the diverse populations we aim to serve, including those who are housing insecure, disabled, seniors, chronically ill, or those struggling with addiction or mental illness. The ideal candidate must be able to work independently yet be an active and contributing team member. TYPICAL QUALIFICATIONSIt is the responsibility of applicants to identify in their application materials how they meet the minimum qualifications listed below.Any combination of education and experience sufficient to directly demonstrate possession and application of the following:Knowledge of: Health beliefs and potential health delivery barriers of target population; community outreach and organizing; and the culture of target population.Ability to: Learn health principles of disease control including health practices related to communicable disease, immunization, mental health, nutrition, and sanitation; to speak Spanish, Mien, or another Southeast Asian language; communicate health principles in a culturally appropriate manner to target populations; work well with HHSA professionals; work well with community members of target population; and organize community networks and Community Advisory Committee. Identify barriers to services and provide advocacy and education to overcome barriers.These standards are typically attained with one (1) year of experience in community outreach or paraprofessional work in a health or social services setting; 15 semester units, including 8 or more in behavioral, health or social sciences, and may be substituted for one year of experience.SPECIAL REQUIREMENTS

    • 12 paid holidays (96 hours) per year.

    Vacation:
    • 10 working days a year during the first three years of service.

    Note - accrued vacation leave may not be used until after three months of employment. Sick Leave:
    • 96 hours of sick leave are earned each year with no maximum accrual.
      • Employees terminating in good standing after completion of 5 years of continuous service will receive a pro-rata payoff of accumulated sick leave.
      • Unused sick leave may be converted to PERS service credit upon retirement.
    Note - sick leave may be used immediately as accrued. Accrued paid leave benefits are used in conjunction with FMLA/CFRA as appropriate.*Vacation and Sick Leave accruals are based on regularly scheduled working hours. Additional time will not be accrued on hours worked over 80 hours within a one pay period.Bereavement:
    • 24 hours paid leave for each non-concurrent death in the immediate family.
    Health Plan:Shasta County contracts with PERS for medical insurance.Depending on the plan selected, the County pays most of the employee premium, and contributes a portion of the dependent premium.Contributions are made for a portion of a retiree's insurance premium. Dental Plan:The County pays a portion of the employee's and dependents' premium for dental insurance. The employee pays the full premium during the first six months of coverage. Vision Plan:The County pays the employee premium and employees may enroll dependents at their own expense. Life Insurance:The County pays the premium for life insurance for most employees. The amount of coverage varies by bargaining unit. For UPEC-General employees the current coverage amount is $25,000.Additional Life insurance is available to purchase through Aflac and The Standard. Retirement:The County is in the Public Employees' Retirement System (CalPERS) coordinated with Social Security.
    • Members hired prior to May 8, 2011 are covered under the retirement formula of 2% @ 55 benefit.
    • Members hired after May 8, 2011 but before January 1, 2013 are covered under the retirement formula of 2% @ 60 benefit.
    • Members hired after January 1, 2013 are covered under the California Public Employees Pension Reform Act (PEPRA) with a benefit formula of 2% @ 62.
    Please review the specific MOU for stipulated retirement formulas.Employees pay 9.5% of his or her salary, on a pre-tax basis for a period of time as specified in his or her labor contract, or Personnel Rules as appropriate. Members hired prior to 2013 may have a different contribution percentage. Miscellaneous:
