CONTRACTUAL POSITION FULL-TIME *Open To All Qualified Candidates* The Maryland Transportation Authority (MDTA) owns, operates, and maintains eight major toll facilities comprised of four bridges, two tunnels, and two turnpikes, across the State of Maryland. Nature of Work: The primary responsibility of this position is to monitor contracts to ensure compliance with federal, state, and Maryland Department of Transportation (MDOT) policies, regulations, practices, procedures, and Board of Public Works (BPW) Advisories. This position monitors contracts for the States Minority Business Enterprise (MBE) and Veteran-owned Small Business Enterprise (VSBE) Programs, and the Federal Disadvantaged Business Enterprise (DBE) for the MDTA. Duties of this position include, but are not limited to, the following: Conducts milestone reviews at the 25%, 50%, 75%, and 90% completion of the contract to monitor activity and goal achievement; Composes summary reports on the status of MBE/VSBE/DBE compliance activities; Monitors contracts in accordance with COMAR regulations, USDOT Federal Regulations, and the MDOT MBE Manual to ensure requirements are met and consistently applied; Reviews, analyzes, and prepares an MBE/VSBE/DBE compliance summary in response to requests for extensions of contracts from the MDTA Procurement Officer prior to MDTA Board/BPW submittal; Investigates records of the MDTA project managers, prime contractors, and MBE/VSBE/BDE firms for any suspicious activities; Processes written modification requests received for any changes to the MBE/VSBE/DBE plan and revises the analysis for approval by the Executive Director or delegated authority; and Conducts closeout compliance checks in regard to the prime contractor meeting all of the MBE/VSBE/DBE requirements. Employees in this position will report directly to the Compliance Manager. The current vacancy is located in Baltimore, MD. Hybrid telework schedules may be available for this position. This recruitment may be used to fill future contractual roles throughout the Maryland Transportation Authority (MDTA). Contractual employees who work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits. Contractual employees who work a minimum of 12 hours a week are eligible to receive up to 40 hours of paid leave per calendar year. MINIMUM QUALIFICATIONS: Education: A bachelor's degree from an accredited college or university. Experience: Four (4) years of experience administering an equal employment opportunity or equal access compliance program; or ensuring adherence to fair practice standards; or evaluating a business or public entity for compliance with federal, state, or municipal laws and regulations. Thirty graduate credit hours from an accredited college or university may be substituted for one year of the required experience. Employees in this classification will be assigned duties which require the operation of a motor vehicle. Employees must possess and maintain a Driver's License valid in the State of Maryland.
