Announcement #2025-008Issue Date:01-13-25Closing Date:01-17-25Compliance OfficerTribal Employment Rights Office (TERO)Department of AdministrationHourly Wage: $22.17/Regular/Full-TimePosition is responsible for enforcement adherence to Yakama Nation RYC Title LXXI (71) -Tribal Employment Rights Ordinance and monitor work sites and payroll records to guarantee employer and contractor with the tribe's Indian Preference guidelines. Work involves screening applications for job referral, negotiations with contractors Indian Preference positions, labor disputes, perform mediation, employment discrimination complaints investigations, preparation of required reports and studies, public relations and liaison work with contractors, employees, and business concerns on the Yakama Nation Reservation. Examples of Work Performed:Provide counseling to clients when needed for job retention. Input field data in the YN TERO EEOC Quarterly report. Develop knowledge of clients skills per trade. Develop knowledge of employer, contractors work or type of work done/to be done for future training opportunities for TERO clients skills & trade. Dispatch clients to contractors according to skill/trade. Drive to various job sites to monitor body count and compliance. Keep Sr. Compliance officer up to date with work status. Attends pre-construction meetings. Ensures Contractors/subcontractors maintain compliance according to applicable employment laws. Works both inside the office and out in the field and works in adverse weather conditions. Abide by Yakama Nations rules and regulations. Knowledge, Skills and Abilities:Knowledge of the Treaty of 1855 and Laws of the Yakama Nation. Knowledge of our Yakama Culture, customs, and traditions. Knowledge of the Yakama Nations Reservation and its closed areas, ceded areas, and usual/accustomed places. Knowledge of the Policies and procedures of the Yakama Nation. Knowledge of Federal and State Contract laws. Knowledge of applicable Federal Indian Preference Laws. Knowledge of building construction, logging, occupational trades, competitive wage rates and wage scale, trainee apprenticeship requirements comparable to union apprenticeship or journeyman wage for this region. Knowledge of procedures for requesting information, statistics, and materials from federal, state, county, city offices and Department of Labor. Knowledge of timber harvesting and commercial timber transportation methods. Knowledge of job classification/trades. Knowledge of Employment Rights, Manpower Training and Labor laws. Knowledge of Yakama Nation Employment Ordinance. Skill in establishing and maintaining effective working relations with employees, employers, and clients. Skill in writing reports and effective oral communications. Ability to give reports whether written or verbal. Ability to maintain informative working relations with various consultants of the Council for Tribal Employment Rights and Labor Unions. Able to understand the difference between the fulfillment of YN TERO manpower request Vs. Unions dispatch when filling work orders from employer, contractor, and sub-contractor, able to understand Union agreements. Ability to demonstrate computer skills and ability to analyze data. Ability to utilize tact and diplomacy while conducting investigations. Ability to counsel applicants. Ability to maintain confidentiality.Ability to understand the needs of the Indian People plus the ability to provide assistance and guidance inseeking employment.Ability to walk on uneven ground, stand, lift up to 50 lbs, and work in adverse weather conditions. Ability to enforce, perform and carry out job on the field unsupervised and able to document reports to Minimum Requirements:Must pass a pre-employment background check.Must possess a valid Washington State Driver's License with the ability to obtain a Yakama Nation Driving permit. Required to pass a pre-employment drug test.Preferred Requirements:Bachelor's Degree in business Management, Two years of experience in Counseling, Human Services, Supervisor Management, or related field, or Combination of Education and experience demonstrating the Knowledge and Ability to perform the work listed.
