The purpose of the class is to develop and maintain the County's planning process, including the systematic preparation and continual re-evaluation and updating of those elements considered critical, necessary and desirable to guide the development and redevelopment of Richland County; to assist thePlanning Commission in its responsibility for compliance with the S.C. Local Government Comprehensive Planning Enabling Act of 1994, including the development, amendment and implementation of the Comprehensive Plan for Richland County, and to perform related professional and administrative work as required. This class works within broad policy and organizational guidelines and does independent planning and implementation, reporting progress of major activities through periodic conferences and meetings.Requires a Bachelor's degree in land use planning, urban or regional planning, geography, landscape architecture, public administration or a closely related field. Master's degree is desirable.American Institute of Certified Planners certification is desirable.As a member of the Planning Services Division of the Planning and Development Services Department, supports a continuing planning program for the physical, social and economic development and redevelopment of Richland County.Conducts comprehensive surveys and studies of existing conditions and probable future development, including recommended means of implementation.Creates, publishes, and distributes maps, plans, reports, and recommendations related to County development programs. This includes sharing information with public officials, agencies, public utility companies, civic, educational, and professional organizations, as well as the general public.Prepares comments and recommendations concerning zoning ordinance amendments, subdivision and land development ordinances and amendments, official map revisions, landscaping ordinance amendments, capital improvement program and implementation, and general policies and procedures to facilitate the implementation of planning elements.Prepares updates of the Comprehensive Plan, including mandatory elements pertaining to population, economic development, natural resources, cultural resources, community facilities, housing, and land use. Other potential elements are transportation, neighborhood revitalization, greenways, hazard mitigation, and historic preservation.Serves as one of the key staff people responsible for assisting the Planning Commission in developing and maintaining a planning process which results in the systematic preparation and continual re-evaluation and updating of those elements, surveys and studies that make up the County Comprehensive Plan as specified in the S.C. Local Government Comprehensive Planning Enabling Act of 1994.Coordinates assigned activities and functions with those of other County divisions, departments, municipalities and outside agencies as appropriate.
