The Association relies on a full-time staff of 12 to administer a plan with $2.8 billion in assets and more than 11,000 active, deferred, and retired participants. A 10 member Board of Retirement oversees all elements of the plan and assigns daily management and operational responsibilities to an Executive Director. THE POSITIONThe Confidential Assistant III can report to either the Member Employer Services Manager or the Fiscal Services Manager and performs a variety of functions for members and retirement staff. This journey level position is allocated only to the Stanislaus County Employees Retirement Association (StanCERA). Under general supervision, incumbents are designated as confidential employees and process confidential personnel, retirement, medical, and legal documents. Incumbents are responsible for performing retirement benefits administration work involving the interpretation of pension benefit rules and related regulations, policies, and procedures, and resolving more complex member issues.Unless otherwise provided, this position is part of the Unclassified Service of the County and considered at will for labor relations purposes. - Provides courteous, high-quality service to members and members of the public by personally responding to requests for service or making appropriate referrals for incoming callers and walk-in members.
- Conducts research and analysis on member records and history.
- Prepares correspondence and clarifies policies and procedures.
- Educate members on utilizing the benefit/contribution calculators and navigating the StanCERA website.
- Assists members in navigating the StanCERA Member Portal to obtain information, submit electronic requests, and perform benefit estimates.
- Provides one-on-one counseling for members on retirement planning, including vesting, membership requirements, and reciprocity.
- Participates as a representative for department education meetings and offsite employer events.
- Enrolls new hires in the retirement system.
- Processes retirement applications from intake through completion.
- Calculates benefit and service credit purchase estimates.
- Maintains electronic files of member accounts.
- Verifies payments, contributions, and deductions.
- Resolves benefit issues and problems.
- Processes applicable death benefits.
- Communicates information in partnership with County/District departmental personnel/payroll staff, employees, retirees, and beneficiaries as applicable.
- Obtains birth, death, marriage, and divorce documents.
- Processes address, beneficiary, and other record changes.
- Maintains technical desk manuals and related forms.
- Prepares and distributes handouts for employees, departmental personnel, and payroll staff.
- Coordinates with other public agencies to establish Reciprocity for new and terminated members.
- Prepares welcome packets for new members.
- Process member terminations.
- Processes requests for payments (contribution refund/death benefit).
- Maintains internal records, logs, rosters, spreadsheets, and databases.
- Assists in planning and scheduling department activities and training.
- Performs backup reception duties.
- Sorts and processes mail.
- Prepares and mails 1099R forms.
- Maintains desk reference manuals and related forms and resources.
- Prepares mass mailings to association members and retirees, as applicable.
- Monitors and reconciles employee/member accounts, service credits, personal information, retirement/deferred status, reciprocity, and dissolution of marriage orders.
- Assists with maintenance of StanCERA website.
- Back up to the Clerk of the Board.
- Assist with processing retiree payroll and member statements.
- May be required to perform the functions of the lower level class in this series.
- Assist with receiving and checking orders and maintains office supplies.
- Assist with researching cost and vendors for purchases and services.
Minimum Qualifications (Knowledge, Skills, Abilities, Education/Experience)KNOWLEDGE
- Knowledge of Business English including spelling, grammar, and punctuation for composing business correspondence.
- Skilled in operating office equipment and modern computer systems, including Windows, Microsoft Office, Adobe Professional, and website content management.
- Knowledge of Mathematics and basic statistics
- Knowledge of provisions of the California government code (County Employees Retirement Law of 1937)
- Knowledge of StanCERA internal policies, operating and administrative procedures, and forms.
- Knowledge of the Brown Act
