To be eligible for appointment under NY HELPS, candidates must meet the minimum qualifications below:Minimum Qualifications:Promotion: You must be a qualified employee of the New York State Department of Environmental Conservation and have had one year of permanent competitive, non-competitive, or 55-b/55-c service as follows: Conservation Operations Supervisor 1, General Mechanic, Trades Generalist, Service & Repair Assistant (Motor Equipment), Motor Equipment Maintenance Supervisor 1, Maintenance Supervisor 1 (Motor Equipment), Motor Equipment Mechanic, Service & Repair Mechanic (Motor Equipment), Sign Painter, Trades Specialist (Sign Fabrication), Sign Shop Supervisor 1, Trades Supervisor (Sign Fabrication), Supervisor Marine Equipment Repair, or Maintenance Supervisor 1 (Marine Equipment).OROpen Competitive: Either 1. three years of experience in building maintenance, mechanical maintenance, or construction; one year of which must have been in estimating, supervising, and planning and assigning work. Or 2. two years of experience in building maintenance, mechanical maintenance, or construction; one year of which must have been in estimating, supervising, and planning and assigning work, AND an associate's or higher level degree in civil engineering technology, construction technology, construction engineering technology, electrical technology, electrical engineering technology, engineering technology, industrial technology, industrial engineering technology, mechanical engineering technology, or mechanical technology.Individuals may also be eligible via the following:Reassignment Eligible - Currently in the title and an employee of DEC.orReinstatement Eligible - Previously held the title on a permanent competitive basis.orTransfer Eligible - One year of permanent competitive service at Salary Grade 13 or higher and eligible for transfer under Civil Service Law.Duties Description • Manages and schedules all staff and functions of the Saratoga Ranger Shop & Fire Cache• Manages and oversees division buildings & grounds at Saratoga• Establishes Internal Controls and maintains accountability being located at a remote satellite facility• Is assigned a purchase card and Division Cell Phone• Consults with the State Fire Management Officer (FMO) and Assistant FireManagement Officer (AFMO) as needed to maintain adequate division wildland firepreparedness and proper mobilization of equipment and assigns staff accordingly• Consults with and maintains very close communication with DFP Management &Budget staff, maintains familiarity with federal wildfire grant funding sources and assistin the preparation for grant applications• Works with the Director & Assistant Director and on their behalf, to oversee andmanage the Division's motorized fleet of patrol vehicles, specialty vehicles, boats,command trailers, installed two-way radios, portable radios and other specialtymotorized and non-motorized fire equipment• Consults with DEC radio system staff to manage the Division's mobile (175) andportable (220) radios• Schedules Forest Rangers to pick up or drop off equipment at Saratoga• Schedules Forest Rangers to have work done to equipment at Saratoga• Assists Division Management & Budget Staff with purchase requisitions as necessary• Handles all aspects of mobilizing and demobilizing resources for out of stateassignments• Supervises and develops work plans for the DFP Service &Repair Mechanic (SG12),Service & Repair Assistant(s) (SG9), Seasonal Service & Repair Assistant(s) (SG9)• Requests assistance from State DOCS crews with equipment rehab as needed• Assists and consults with DEC Operations Bureau of Fleet Management with excess equipment from all DEC programs turned in for annual auction at the DEC Saratoga facility and assigns staff accordingly• Maintains inventory of Federal Excess Property assigned to DFP by the United States Forest Service• The mobilization and demobilization of DEC out of state fire crews and singleresources in consultation with DFP CO Command Staff at the Saratoga facility inconsultation with the Division's FMO/AFMO.• Ensures that all equipment that is more than program needs is identified and arranges for the proper disposal of such equipment• Completes receiving reports for newly ordered equipment• Completes equipment disposition reports as necessary• Purchases appropriate supplies needed to maintain the operation and cleanliness ofthe Saratoga Ranger Shop and Fire Cache• Oversees the integrity, maintenance, and security of all DFP buildings that collectively comprise the Saratoga Ranger Shop and Fire Cache• Works with Division Management & Budget staff to order any number of variousmotorized and hand operated fire suppression equipmentAdditional Comments Must have a valid driver's license or demonstrate the ability to meet the transportation needs of the position.Use of personal protection equipment, including a respirator, will be required. Travel may be required.Overtime may be required. Overnight travel may be required.Weekends and holidays may be required.
