Job Description

Basic Purpose

The primary purpose of this position is to plan, coordinate and direct overall activities related to the construction, renovation, maintenance and repair of federal-owned, Oklahoma Military Department-operated buildings, facilities, grounds and equipment. In this role, they will manage and supervise construction/maintenance technicians and licensed trades specialists or others performing work in both new construction/renovation and the upkeep of existing federal properties

Typical Functions

* Oversees preventative maintenance work designed to maintain and improve the overall condition of facilities by extending equipment life cycles.

* Supervises and occasionally performs direct scheduled or planned work involved in maintenance and repair of facilities and grounds.

* Assist production control in prioritizing, scheduling, and assigning work orders.

* Accountable to Construction Maintenance Administrator IV for the timely processing and completion of all in-house work orders assigned to local craftsman.

* Tracks the status of scheduled work orders.

* Operates equipment, machines, power tools, and hand tools.

* Inspects work by tradesmen to ensure craftsmanship, agency standard's, applicable codes, best practices, and safety standards are met.

* Ensures work is planned and accomplished in professional, timely, and cost-effective manner.

* Schedule and manage work performed by contractors as part of the Recurring Work Program (RWP).

* Maintains communication via phone, e-mail, and face to face conversation with building managers to ensure good customer relations and needs are being satisfied.

* Plans and estimates cost for minor in house construction projects.

* Assists engineering department with military construction plan reviews.

* Reviews and approves material purchase request by craftsmen.

* Performs supervisory and administrative duties involved with employee time and attendance tracking, performance management process (PMP), adherence to policy and procedures, progressive discipline, accident reporting/investigations, hiring, promotions, and salary administration.

* Attends supervisor training and staff meetings.

* Prepares reports, gives presentations, conducts meetings and provides employee training as required.

* Ensures lock out/tag out program is utilized.

* Ensures dig permits and confined space permits are accomplished.

* Oversees building inspection condition assessments of base facilities and assists with data inputs into the on-line Sustainment Management System with Builder

* Ensures hazardous materials used by employees are authorized and requested in EESOH-MIS prior to purchasing. Maintains safety data sheets and provides HAZCOM training.

* Utilizes the various software, such as TEAMS, Integrated Engineering Management System (IEMS), etc., to ensure accurate status of work orders and correct documentation concerning time accounting and cost analysis.

* Alternate State purchase card holder.

Level Descriptor

At this level employees serve as the assistant director or deputy director of a construction or maintenance division or program. This involves performing administrative and managerial work assisting in directing and coordinating construction and maintenance operations and activities of the division. Direction will be provided to lower-level managers or supervisors.

Education and Experience

Education and Experience requirements at this level consist of seven years of experience in skilled building trade or maintenance work involving the construction, maintenance, alteration and/or repair of buildings, grounds and utilities, including four years of supervising employees, inmates, or contractors in one of the fields listed above; or an equivalent combination of education and experience, substituting one year of college or technical school training in the building or construction trades for each year of the required non-supervisory experience.

Knowledge, Skills, Abilities and Competencies

Knowledge, Skills and Abilities required at this level include knowledge of the applicable construction or maintenance trade to which the position is assigned; knowledge of federal and state laws and regulations relating to public administration; of the principles of management and effective supervision; of personnel and fiscal management; and of the principles, methods and practices of the various programs being administered. Ability is required to plan, coordinate and evaluate the activities of the division; to set priorities; to prepare budgets and ensure compliance with budgets; to establish and maintain effective working relationships; to interpret, analyze and resolve highly complex administrative and personnel problems; and to communicate effectively both orally and in writing.

Special Requirements

Physical Requirements:

* Able to lift/carry a minimum of 40 pounds.

* Able to stand for long periods of time.

* Able to climb ladders and stairs.

* Able to work outdoors in all weather conditions.

Conditions of Employment:

* Serves a 12 month trial period.

* Contingent on a favorable NCIC/OSBI background check.
