One will serve as the Aviation Grants Coordinator and the other will serve as the State Airports Coordinator. The Aviation Grants Coordinator will be responsible for enhancing the functional capabilities of Washington's aviation system by managing the Washington State airports grant programs and partnering with the division's other aviation system coordinators. In addition, this position will be responsible for the coordination, planning, development, construction, and inspection of airport grant projects, evaluating and providing recommendations to consultants and others to ensure project designs and specification delivery are on-time and on-budget. The State Airports Coordinator will manage 15 state-operated airports to ensure a safe and clean operating environment and a small number of auxiliary aviation facilities. State Airports Coordinator will limit risk by implementing a proactive maintenance and capital project management system that is environmentally and fiscally responsible and by negotiating and managing use and lease agreements for the benefit of the facility. This position will also provide daily information to customers, plan and coordinate cost efficient infrastructure investments through implementation of the stated purposes of the state aviation policies.What to ExpectAmong the varied range of responsibilities held within this role, the Aviation Grants Coordinator will:* Manage all documents and data, ensuring proper GMP, contract requirements, records retention and all other pertinent policies and laws are followed.* Send notifications for grant applications; review the application for completeness and accuracy; evaluate and prioritize grant application to provide funding recommendations for the Aviation's Deputy Director's concurrence.* Maintain overall program budget, review grant reimbursement requests for accuracy and consistency with grants and recommend payment of reimbursement requests.* Apply for and manage federal grant funds, ensuring all Federal Aviation Administration reporting requirements are completed timely.* Coordinate the federal disadvantaged business enterprise (DBE) Program requirements and coordinate with contracting services for consultant solicitation, selection, fee negotiation, and contract award.* Develop, negotiate, and manage consultant agreements and supplements.* Be responsible for ensuring project consultants perform work according to the scope of the agreements and prepare performance evaluations on conclusion of all consultant agreements.Among the varied range of responsibilities held within this role, the State Airports Coordinator will:* Plan, coordinate, and schedule maintenance activities.* Facilitate and analyze contract development with outside entities to complete maintenance activities such as mowing and weed control.* Purchase tools, equipment and supplies as needed to complete maintenance and repair activities.* Manage the Adopt-an-Airport program, ensuring safety is a priority.* Ensure environmental and FAA compliance requirements are followed and complete appropriate documents and reports.* Draft, coordinate advertisements, selection and awards of contracts/agreements,* Evaluate contract disputes or potential disputes and provide guidance to Aviation staff and others as directed, for documentation, analyzing damages, establishing causation and recommending corrective action.* Perform spot and routine maintenance.QualificationsTo be considered for this opportunity, at least one of the following are required:* A bachelor's degree involving major study in aviation management, transportation, urban, regional or land use planning, engineering, public or business administration, economics or natural or physical sciences, or a related degree AND four (4) years of professional aviation experience involving analysis and evaluation of transportation issues, infrastructure, operations, or aerospace (two (2) additional years of education in an aviation/aerospace/airport field from a nationally accredited institution will substitute for one (1) year of the required aviation experience).OR* Two (2) years as an Aviation Transportation Planning Specialist 3 or equivalent classification in city or county agencies.In addition to one of the above, the following are also required:* Proficiency with Microsoft Office programs including Outlook, PowerPoint, Excel, Word, Teams, and Adobe Acrobat.* Ability to work in the field in inclement weather.* Ability to travel as needed.* Effective communication skills both in writing and verbally.It is preferred that qualified candidates also have:* A master's degree in aviation management, business, operations, leadership, engineering, planning or public administration or a closely related field.* Ten (10) years of experience in aviation management or planning, aviation operations, aerospace manufacturing, aviation transportation, or airport land use or operations.* Accredited Airport Executive (AAE) or Certified Member (CM) accreditation or appropriate Airport Certified Employee (ACE) certification through the American Association of Airport Executives.* Experience working directly with airport sponsors/operators.* Experience working with aviation industry partners and associations.* Experience working with federal, state, and local agencies.* Proficient with project management software.* Knowledge of Geographic Information Systems, database systems, and Microsoft suite products.* To review the full Position Description, please follow the directions in the Contact Us section of this posting.Important Notes* This recruitment will be used to fill two (2) permanent positions and may also be used to fill additional positions per business needs.* These positions require frequent travel using a state vehicle, aircraft, boat, etc. and may include occasional overnight stays.
