Examples Of Duties Manage the conceptual development of a project with the customer to ensure the scope of work and the program budgets are properly identified. Work with the City Engineer and stakeholders to ensure the project is properly identified in the Capital Improvement Program with funding levels identified across multiple years as appropriate. Write the required resolutions needed for the City Council's approval for all stages of work. Coordinate the selection of Architect/Engineer firms for design. Develop and review the Request for Proposals for designs and the bid packages for construction. Coordinate the selection panels. Oversee the development and monitor the progress of the specific schedules that the Architect/Engineer firms and Construction Contractors must meet in order to complete projects on time. Resolve issues that impact schedules and approve revisions when necessary. Coordinate the design review process for bidding, construction, operations and environmental phases of the project. Manage the project budget to meet budget goals. Receive and approve payment requests, change orders and other charges to the project. Ensure Real Property requirements are identified in advance to not impact the schedule for construction start. Review and approve submittals and manage requests for information. Perform design review and construction quality assurance inspections. Oversee the quality construction testing requirements. Ensure inadequate construction is not accepted and deficiencies are corrected. Manage all reports, files and other project administration requirements. Coordinate communication with the Public and Public Officials on construction projects. Qualifications Graduation from a 4-year accredited college or university program with a degree in Engineering, Project Management, or closely related technical field. A minimum of five years of increasingly responsible experience in the field of engineering, construction, public works or programs management is required. Equivalent training and experience will be considered. Possess a valid Driver's License which must be maintained throughout employment. Must pass a background check as prescribed by the city. Must reside in Iowa or Illinois within two (2) years of hire and maintain residency throughout the duration of employment. Knowledge and SkillsConsiderable Knowledge of: Construction and maintenance methods, materials and equipment. Investigation, design, construction and inspection of public infrastructure projects. Basic civil engineering principles and practices. Considerable Skill in: Reviewing complex plans, specifications and engineer drawings for purpose, intent and completeness. Interpreting and enforcing City Codes, Ordinances and contracts fairly, with firmness, tact and impartiality.
