Contracts & Special Projects: The Contracts & Special Projects Division within the ADEDA Department performs the management and periodic renegotiation of operating contracts with other railroads; acts as a resource within the agency regarding contractual rights and responsibilities; and manages special projects of agency significance including employee engagement-related functions.
Reporting to the Manager, Rail Contract Administration, the Contract Clerk assists the department in the administration of rail operating contracts.
The Primary Duties include: draft, track and handle to completion routine service and fare change notices to Purchase of Service Agreement (PSA) providers, draft authority memos for routine fixed facility amendments, perform product receipts, monitor balances in purchase orders, develop monthly accruals report, compile data for on-time performance incentive calculations and perform initial analysis, data entry, distribute routine PSA operating and financial reports, calculate periodic rate adjustments in accord with agreement terms, prepare track use reports for joint trackage, review and calculate monthly payables and receivables, audit various usage reports to ensure compliance with contract terms, identify and correct errors, calculate tonnage for NIRC-maintained districts. Perform other related duties as assigned to meet the ongoing needs of the organization. This position is required to participate in occasional site visits. This position is headquartered at NIRC's offices located at 547 W. Jackson Boulevard, Chicago, IL. This is a Partially-Excepted position as defined by Rule 2 of the NIRC/TCU Agreement.
This is a Union position. Starting pay rates may vary based on entry rates in the Collective Bargaining Agreement (CBA)

Requirements
* Bachelor's degree or in lieu of a degree, any combination of education or experience that equals four years in any of the following: contract administration or management, accounting, finance, or railroad operations.
* Type 30 words per minute (wpm).
* Proficient in Microsoft 365 (Word, Excel, Outlook).
* Experience with Adobe Acrobat Pro DC, Google Earth, and Microsoft Dynamics 365 or similar enterprise resource planning (ERP) systems.
* Strong math skills with an attention to detail and ability to spot errors.
* Ability to plan and organize work to meet changing priorities and deadlines.
* Ability to read maps, understand spatial relationships, comprehend military time, and calculate elapsed time.
* Roadway Worker Protection qualified within three (3) months of hire date and must retain qualification throughout employment.
Preferred:
* Bachelor's degree in business or accounting.
* Experience in the railroad or public transportation industry.
* Knowledge of Metra's service region.
