Work involves monitoring or evaluating compliance with the terms of a contract or grant which has operational responsibilities of a moderate scope and/or reviewing community agency adherence to established standards. Activities may also include monitoring or evaluating compliance with established human/public service program outcomes and associated indicators. Employees in this class are expected to initiate, coordinate and manage activities of assigned procurements, contracts, grants and/or monitor or evaluate them with some independence, although all major decisions are referred to an administrative superior for advice and direction. Incumbent may serve as lead worker and will work in collaboration with technical subordinates. Work is reviewed through reports and program achievements. * Maintains an assignment of a moderate number of contracts for administration, monitoring and/or evaluation activities. * Monitors or evaluates grants and contracts. * Conducts site visits to observe and analyze the administrative competence and contractual compliance of contracted agencies and efficacy of contracted programs in performing required activities and achieving outcomes. * Provides technical assistance and training to assist contracted providers to achieve contractual compliance and to improve administrative, fiscal and programmatic performance. * Generates detailed contract related reports based on site visits and/or desk audits of the program/s, using computer based software applications. * Reviews and approve provider invoices for payment. * Performs analysis of federal, state and local laws and statutes related to social service programs. * Maintains contract related data in hard copy and electronic formats. * Initiates, coordinates, manages, monitors, and/or evaluates activities of a contract and grants which has operational responsibility of a moderate scope, a moderate-sized budget, and/or which may provide a supplemental County service. * Assumes project responsibility for administering, monitoring and/or evaluating social service programs ,activities and operations of a contract and grants. * Assists in the development of projects, programs, contracts and grants and in the development of monitoring and evaluation policies, procedures and schedules; may assist in developing procurement or solicitation documents; may assist with review of solicitation or procurement responses. * Performs analysis of grants and contracts; prepares statistical reports, project reports, monitoring and/or evaluation reports and related data using basic office computer software applications. * Researches and writes new grant proposals. * Provides professional level staff assistance to an administrative superior or division or department superior in specially assigned areas of operation; assists and advises on matters pertaining to contract and grant assigned. * May assist in planning, coordinating and directing the work of subordinates as required by work assignment. * Monitors and evaluates local homeless services administered or funded by County either through the County's general fund or through U.S. Department of Housing and Urban Development (HUD) funds to assess their performance based on factors identified by the State and/or HUD. * Provides administrative liaison among various community, county operational and administrative functions related to an assigned contract grant; interprets and explains policy regulations and operating procedures. Performs related work as assigned.
