General Description

The employees in this title perform administrative and supervisory duties in the Bureau of Operations, Department of Environmental Services. While many of the duties are performed in an office environment, this employee must frequently inspect work sites in the field, checking progress and quality of work or assessing the scope of future projects. Individuals of this class exercise direct supervision over Assistant Operations Superintendents, and indirect supervision over a variety of skilled and semi-skilled supervisors and workers. Employees in this title may work out-of-doors, sometimes in severe weather conditions, and for extended and unusual hours and on weekends, particularly during the winter. Assumes the duties of the division's manager in his/her absence. Related work is performed as required.

This is a Competitive Class position. The individual selected to fill this vacancy will be given a provisional appointment and will be required to participate in the next Civil Service Examination for this title.

A qualified applicant may be provisionally appointed and serve in the position until a Civil Service Examination is administered and an appropriate eligible list can be established to make a permanent appointment in accordance with the Civil Service Rule of Three. (See Provisional Appointment - FAQ's) If you are already a City employee and have permanent, competitive status in your current position and appointment to this title would result in a provisional appointment in another department, you will lose your previous permanent competitive rights.

CITY RESIDENCY WILL BE REQUIRED WITHIN ONE YEAR OF HIRE.

Typical Work Activities

+ Forecasts the Special Services Division workload and establishes daily, weekly, seasonal, and annual work priorities based on prescheduled time constraints, type of work to be done, availability and skills of personnel, availability of equipment, weather conditions, budgetary constraints and in conjunction with projects and schedules of other departmental divisions and other City departments;

+ Recommends staffing patterns for the Special Services Division, in order to maintain an adequate balance of workers with a variety of skill levels throughout the Division's various units;

+ Observes work performance and results of employees assigned to the Special Services Division and contractors performing work for the Division to ensure that work and safety goals, procedures and policies are being followed and to evaluate employee and division performance;

+ Sets work goals and reviews work reports submitted by Special Services staff in order to determine whether daily, weekly, monthly, seasonal or annual work goals are met;

+ Responds to questions and complaints regarding services provided by the Special Services Division from customers;

+ Prepares, implements, and updates the Special Services Division operating procedures, ensuring that safety and efficiency are priorities and assists in planning seasonal programs and projects;

+ Reviews and analyzes correspondence, forms, reports, work orders, and other paperwork to assure accuracy of content, resolve problem situations, and for further delegation of work to subordinates or referral to other departments or divisions;

+ Supervises and trains Assistant Operations Superintendents assigned to the Special Services Division in effective supervisory techniques, the use of policies and procedures, and in the application and interpretation of the Union contract;

+ Recommends hiring, discipline, training, assignment, promotion, and termination actions and prepares relevant personnel documents for further processing;

+ Projects quantities and estimates costs of materials and supplies used by division on an annual or seasonal basis;

+ Monitors for compliance a variety of contracts, such as for snow removal on city streets and sidewalks or with vendors of services and supplies;

+ Operates heavy equipment or vehicles on as needed or emergency basis.

Minimum Qualifications

I. Bachelor's or Associate's degree in Business or Public Administration, and five (5) years experience managing a public works division;

OR

II. Seven (7) years experience as described above.

SPECIAL REQUIREMENTS

Possession of a valid New York Class B Commercial Drivers License, without airbrake restrictions, or Class D license, at time of appointment. Employees without Class B license will be required to obtain this license within six (6) months after the date of appointment. Employees will be required to retain the Class B license throughout their incumbency.
