One Tech Engineering is searching for a Cost Controls Specialist for a position located in Conshohocken, Pennsylvania. The Cost Controls Specialist will lead project controls processes and consult with the project management team to ensure client satisfaction
The candidate must be a US Citizen or a green card holder, the position is not eligible for sponsorship. The candidate should have a Bachelor's Degree in Engineering, Construction Management or related field and 7 years direct project controls experience.
Local candidates preferred or open to relocation. This is not a remote position.
Cost Controls Specialist Responsibilities:
- Presents schedule and budget status reports to project management team and client.
- Validate proper set-up and management of the Enterprise Planning & Controls software.
- Analyze data, logs, and reports in the Enterprise Planning & Controls software or other tools.
- Validate proper Work Breakdown Structure (WBS) is utilized.
- Develop effective scheduling reports, cost reports, cash flow reports and forecasts for multiple projects.
- Develop, implement, and manage the reporting data warehouse to produce valuable program controls reports and data for multiple large projects.
- Provide leadership and training to team members ensuring the resolution of difficult project control issues.
- Develop and implement project execution plans.
- Develop and maintain effective relationships with existing and potential clients, customers, and contractors.
- Responsible for engineering, procurement, and construction planning, scheduling, logistics and cost control.
- Serve as a point of contact for technical questions from the project team.
- Validate the accuracy of cost management and forecast reporting.
- Interface with the Project Management Team and Accounting Department to review project costs and contingency costs and support external audits.
- Experience in negotiation of prime agreements, construction contracts/subcontracts agreements.
- Review upstream (prime contract) / downstream (purchase orders & subcontract) change orders.
- Analyze cash flow reports.
- Lead the Interactive Project Planning Meetings (IPPM).
- Lead the presentation of Project Controls reporting.
- Validate schedule progress.
- Analyze and evaluate schedule management involving the critical path method of scheduling techniques, estimating, project cost management, forecasting and document control.
- Perform schedule what-if scenarios.
- Validate the accuracy of earned value management system reporting.
- Analyze progress measurement.
- Analyze progress curves.
- Perform and review material takeoffs.
- Identify and oversee the Risk Management process.
- Perform quality checks and inspections on project controls deliverables.
- Perform field audits to validate accuracy of reporting and processes.
- Perform Project Forensic Analysis.
- Performs other duties as assigned.
- Complies with all policies and standards.
Requirements of the Cost Controls Specialist:
- Bachelor's degree in engineering, Construction Management or related field and 7 years of direct project controls experience.
- Applicable experience may be substituted for the degree requirement.
- Experience with critical path scheduling, project cost management, estimating, and document control is required.
- Experience with Oracle Primavera P6 preferred.
- The ability to facilitate and produce detailed construction schedules and interface those construction schedules with engineering and procurement activities is preferred.
