Schedule: Monday - Friday

Hours: Full-time, 40-hours/week

FLSA Status: Hourly, Non-Exempt

Position Summary

The Counterterrorism Management Analyst will support the Department of State, providing support to other Units and Offices within the DOS to ensure the success of the program's mission. The Counterterrorism Management Analyst shall assist with the coordination, development, design, and execution of Counterterrorism (CT) preparedness programs, providing administrative, development, and implementation to support CT initiatives for Guantanamo Bay Detention facility (GTMO). In addition, this position supports efforts regarding homeland security, information sharing, counterterrorism programming, countering terrorist financing, and regional policy efforts. The performance of the Counterterrorism Management Analyst is key to RavenTek's performance on the DOS CT contract, and therefore RavenTek's mission to support the DOS.

Essential Duties and Responsibilities

  • Read, analyze, and prepare summaries of GTMO related written products including detainee profiles, cables from U.S. embassies, and reports from intelligence and defense departments/agencies.
  • Prepare U.S. government officials for negotiations with foreign partners regarding the repatriation or resettlement of GTMO detainees.
  • Participate in the interagency Periodic Review Board (PRB), which is a process to review whether continued detention of particular individuals held at GTMO remains necessary to protect against a continuing significant threat to the security of the United States.
  • Participate in interagency meetings with the National Security Council (NSC) and others on GTMO equities.
  • Formulate and draft policy recommendations for U.S. Government officials' review.
  • Provide administrative support to U.S. government officials with regards to repatriation and reintegration.
  • Draft readouts of PRB meetings and action memoranda for the Secretary after clearing the documents with appropriate U.S. government officials.
  • Assist with preparation of background materials for Front Office (FO)-level discussions related to activities, operations, or reviews.
  • Prepare talking points, cables, background checklists, annotated agendas, interagency/multilateral agendas, and talking points in response to information requests and preparation needs for senior-level officials.
  • Support the development and logistics of U.S. government interagency and/or foreign engagements at meetings and fora as required.
  • Coordinate, liaise, and support interagency working groups and NSC-led interagency groups such as the CSG, IPC and DC.
  • Help identify and procure necessary meeting spaces, assist with inviting participants, and tracking responses to exercises.
  • Assist with travel arrangements by working with Embassy and CT/EX to provide transportation and lodging support.
  • Work with DOS and other interagency stakeholders to help identify USG resources and capabilities to help leverage GTMO transfers.
  • Prepare for engagement with host governments on issues including negotiations involving assurances or ongoing/planned resettlement processes.
  • Assist in the development of various CT knowledge assets.
  • Prepare for engagement with host governments related to potential transfers of detainees.
  • Provide ad hoc services to support the development, implementation and execution of CT related initiatives.
  • Perform scientific research, scientific writing and editing, including the writing and editing of project products.
  • Provide coordination, development, and implementation of CT programs in support of the National Presidential Security Memorandum 4 (NSPM-4).
  • Study policy, capabilities and technical requirements for threat-based research and development.
  • Assist the CT in the drafting, planning and implementation of preparedness activities.
  • Support crisis response programs and activities.
  • Attend and facilitate meetings and seminars as directed.
  • Provide Monthly Status Report (MSR) to the RavenTek Program Manager.
  • Enter actual time worked and submit timesheets at the end of each pay period.
  • Monitor and respond to RavenTek email a minimum of 3 times per week.
  • Complete required compliance training as required.
  • Other duties as assigned.

Qualifications, Knowledge, and Critical Skills

  • Preferred knowledge of and experience working with the Department of State or other federal government agency for no less than three years on counterterrorism initiatives and/or policy issues.
  • Preferred knowledge and experience working within the framework of NSPM -4 and PPDs and NSPMs related to counterterrorism activities.
  • Experience working with senior and foreign officials.
  • Experience in writing background papers and talking points on counterterrorism policy issues.
  • Responsible and reliable with successfully managing day-to-day tasks.
  • Ability to work collaboratively in a team environment.
  • Ability to maintain a high level of professionalism in a fast-paced work environment.
  • Ability to work both independently and under supervision.

Education & Work Experience

  • Bachelor's degree or equivalent.
  • Four years of relevant work experience.

Special Requirements

  • Must possess Top Secret clearance at the start of employment.

Work Environment

Employee will be working indoors in an office environment with other people. Potential moderate temperature fluctuations. Typical indoor and computer related noise level, and typical office, paper, and equipment related dust.

Physical Demands

To successfully perform the essential functions of the job, the employee needs to be able to sit at a workstation for extended periods; use hand(s) to handle or feel objects, tools, or controls; reach with hands and arms; talk and hear; see to read printed materials and computer screens; mobility to work in a typical office setting. Employee must be able to lift and/or move moderate amounts of weight, typically up to 20 pounds. Regular and predictable attendance is essential.
