Howard G. Gibson Courthouse in Roseville, and supervise the Court Reporter and Interpreter staff.JOB SUMMARYUnder general direction, this classification has full supervisory authority for, and coordinates and directs the tasks and activities of, one (1) or more assigned programs, functions, or units. Incumbents ensure services are provided in an accurate, efficient, and timely manner; perform administrative and/or first-level supervisory activities, under guidance; provide technical, policy and program expertise; support the Court in meeting its organizational goals and objectives; provide direct support to the Court management team; and perform other related duties as assigned. EMPLOYMENT AT-WILLThe Court Operations Supervisor is established as an at-will classification and, as such, serves at the pleasure of the Court Executive Officer. The Court Executive Officer has the right to terminate the employment of any incumbent in this position at any time, with or without advanced notice, and with or without cause. DISTINGUISHING CHARACTERISTICSThe classification is distinguished from the higher-level Unit Manager classification in that the latter is a position that is responsible for more complex programs and long-range planning, and its incumbents possess significant supervisory and/or management experience. Incumbents in the Court Operations Supervisor classification are expected to focus on the execution and processing of daily assignments within their assigned programs, functions, or units. JUDGMENT AND RESPONSIBILITYIncumbents have full supervisory responsibility for other employees. Incumbents work under administrative direction where clear policies, procedures, and standards may not always be available or may be very general in nature. Incumbents must therefore exercise considerable discretion with respect to assignments and duties and must seek approval prior to establishing or changing Court policy or procedure. Errors in work or judgment could result in inefficient operational areas and possible litigation against the Court. Essential FunctionsThe Court reserves the right to assign or reassign duties as required to achieve business and operational objectives. The essential functions listed below are considered standard duties of this position and, if/when assigned, must be accomplished effectively and efficiently. These essential functions include, but are not limited to, the following:
  • Coordinates and collaborates with direct supervisor to maintain a structured work environment that includes supervising, planning, organizing, directing and coordinating the day-to-day activities of staff in assigned area(s).
  • Carries out directives, as assigned.
  • Responsible for communicating issues/concerns that may impact Court operations and/or staffs' ability to perform duties.
  • Performs supervisory functions that may include participation in recruitment and selection; training development and delivery; participation in the performance evaluation process; providing performance coaching and management; assigning, and review of work; processing requests for leave; timekeeping; in consultation with a direct supervisor or Human Resources, takes corrective actions and provides recommendations/input into disciplinary actions; and assists in identifying and providing opportunities for professional development of staff.
  • May require extensive and coordinated scheduling responsibilities, and flexibility to adapt and adjust to frequently changing requirements and circumstances.
  • Ensures staff clearly understands their responsibilities, level of authority, and expectations; monitors for quality control based on manager-directed quality assurance protocols; and ensures execution and/or processing of daily work is accurate, efficient, and timely.
  • Maintains current knowledge of changes in directives, policies, statutes, legislation, forms, and regulations that affect assigned area(s); and identifies, makes suggestions, and implements approved changes to ensure compliance and consistency within assigned area(s) and in coordination with other stakeholders.
  • May negotiate contract rates and terms when interacting with independent contractors; may have delegated approval authority based on established policy limits and/or present for management approval.
  • Recommends, develops and implements, with management approval, procedures, manuals, forms, and work methods related to the work of assigned area(s); makes improvements in the operation of assigned area(s); recommends improvements in Court-wide policies/procedures and implements with management approval; and assists in and/or formulates procedures and training materials.
  • Works closely and collaboratively with internal/external stakeholders to assist with the implementation of Court administrative and operational programs, policies, and procedures; and assists with the development and implementation of organizational policies, procedures, and goals.
  • Monitors workflow and assigns work priorities to ensure efficient, timely, and accurate operations; coordinates, collects, and compiles statistical workload reports
  • May input and approve daily activity logs on Judicial Council website.
  • May require tracking of court reporter transcripts and associated deadlines, including communicating delays to the Court Executive Officer and Presiding Judge or Courts of Appeal.
  • May require use of specialized transcript transmission software and the Court's case management system to process submitted transcripts.
  • Logs, reviews, and approves payment of invoices.
  • Collects status reports from staff; and conducts audits of processed work.
  • Courteously and professionally provides detailed and accurate information to the public, Court staff, other agencies, and judicial officers.
  • Provides technical and procedural court-related expertise and assistance to internal and external customers; responds to and resolves complex and difficult questions and customer service issues.
  • Identifies the need for and develops operational processes and procedures and submits to manager for approval.
  • Acts as a liaison between administration, judicial officers, Court management and support staff; consults with representatives of other operational/administrative areas and outside agencies on matters affecting assigned area(s).
  • Serves as a representative of the Court, always displaying courtesy, dignity, and respect and in compliance with the Code of Ethics for the Court Employees of California; exhibits tact, consideration, and discretion in all interactions with staff, other members of the Court community, governmental agencies, service providers, and the public.
  • Conducts staff meetings and communicates procedural changes or other informational items impacting operations and staff.
  • Provides ethical and effective leadership and guidance; mentors, coaches, and develops staff; serves as a role model to all Court staff.
  • Researches legal processes, statutes, laws, and Rules of Court.
  • Prepares and maintains statistical and narrative reports related to the activity and work of the assigned area(s).
  • Accepts special projects as assigned and completes with managerial approval.
  • Serves on committees, related work groups, and attends meetings.
  • Maintains and ensures adherence to office safety procedures and policies.
  • Communicates clearly, concisely and effectively orally and in writing.
  • Exercises objectivity, sensitivity, sound judgment in handling highly emotional issues and situations with a variety of people from diverse, socio-economic, and cultural backgrounds.
  • Provides support for bench and community activities.
  • Travels between Court facilities as necessary to carry-out duties and/or provide supervision of activities in other area(s), as required.
  • If assigned to oversee an outlying Court facility, responsible for monitoring and reporting on-site facility maintenance needs, concerns, or issues; and maintains professional relationships with vendors/contractors.

QualificationsThe standard qualifications for this classification are listed below; however, any combination of experience and training that would provide the required knowledge and abilities and the ability to perform the essential functions may qualify. Three (3) years of increasingly responsible administrative or legal clerical experience of which at least one (1) year includes lead/supervisory experience. ANDAssociate degree or equivalent from an accredited college or university in business, public administration, or a related field. Note: Additional qualifying experience may substitute for education, and a Bachelor's degree or higher may substitute for up to two years of experience but may not substitute for lead/supervisory experience.   • CalPERS Retirement: Classic = 2% @ 55; PEPRA = 2% @ 62. Specific benefit formula will be determined per California Public Employees Retirement System regulations. Employees pay 100% employee contribution and the Court pays 100% of employer contribution.
  • Life and AD&D Insurance: $50,000 of life insurance and accident insurance is paid by the Court. Voluntary plans are also available, for employees to purchase additional coverage for themselves and their dependents.
  • Social Security and Medicare: The Court and the employee both contribute 7.65% of wages toward Social Security and Medicare.
  • State Disability and Paid Family Leave Insurances: Partial wage-replacement insurance plans are funded through employee payroll deductions.
