Duties Description The Crane and Shovel Operator under the general direction of a Thruway Maintenance Supervisor 1 or 2, operate, at least one-third of the time, the largest and most complex self-propelled equipment such as mobile cranes, knuckle boom cranes, power shovels and any attachments such as backlines, clamshells, and drag lines. The CSO will also perform routine repairs and maintenance on equipment. The CSO may supervise a crew of laborers and others.?? Operate, self-propelled crane equipment used for excavating, driving or extracting piling, lifting and moving heave machinery or materials, infrastructure, structure and sign erection and other maintenance operations.? Pumps gas or other fuel, adds or drains water and/or antifreeze to radiator, oil to crankcase, air to tires, and hydraulic fluid to reservoirs; replaces oil, fuel, air and hydraulic filters; makes daily friction adjustments to machine; Makes minor repairs in the field, as needed, to keep machine running.? Keeps records of supplies and materials, crane inspection reports and other records and reports as required.? Operates all equipment as assigned and utilizes all hand tools normally stocked in the section tool complement.?Inspects equipment for proper operating condition, makes minor repairs or adjustments to it, and provides lubrication as required. Identifies and reports the necessity of repairs to supervisor so that equipment may be taken out of service and sent to the shop for repairs.? Assists Thruway Maintenance Supervisor with planning and coordinating section projects that may require specialized equipment.??May serve as a crew leader to supervise work crews as assigned.? Drive and Control various types of gasoline or diesel-driven heavy construction equipment as operated by lower level operators (e.g. CEOH and TMW).?During snow and ice control operations, operates equipment such as loaders, plow trucks, snow blowers, liquid chemical applicator trucks, four-wheel drive trucks, graders, mobile excavators and crawler type tractors with attachments.? May identify work and directs the performance of spot maintenance actions (i.e., removal of nuisance objects, minor repairs to delineators, etc.) which have been observed while traveling to and from assigned job.? Advises supervisor of any actions taken.? May engage in all highway and bridge maintenance activities, such as pavement patching, crack sealing, paving, tree and brush removal, ditching, excavating and the repair of signs, fences, rails, delineators and light posts.? ? May train Thruway employees on the proper and safe use and maintenance of heavy equipment as outlined in the Heavy Equipment Operation Training Program Manual.? May assist in traffic control at work sites, incident scenes, or as required by traffic conditions.? Minimum Qualifications Two years of experience in the operation of power shovels, cranes and/or other heavy equipment, and possession of a valid New York State operator's license appropriate for the type of vehicles operated (i.e.; CDL A with appropriate tank endorsements) and possession of a valid operator qualification certificate from a certification service agency approved by OSHA for cranes and shovels appropriate for the types of cranes operated.This position requires a CDL A license. Candidates interested in appointment to this position must have a CDL B license at time of appointment. The appointee must obtain a CDL A license before the end of the probationary period.
