Job Summary Position: Criminal History Challenge Analyst, GS 09/11 Division: Criminal Justice Information Services (CJIS) Section: National Instant Background Check System (NICS) and Biometric Services Section (BSS) Unit: NICS External Services Unit (NESU) and Criminal History Information and Policy Unit (CHIPU) Location: Clarksburg, WV Working Hours: Day shift, with core working hours between 6:00 a.m. - 6:00 p.m. EST. Salary: GS-09: $59,966.00 - $77,955.00 GS-11: $72,553.00 - $94,317.00 Full Performance Level: GS 11 Number of Positions Available: 1 Duration: Full Time/Permanent Additional selections may be made from this announcement to fill positions within the same division when the position includes substantially the same duties, responsibilities, and qualifications. All NICS employees are considered essential employees. This means you could be expected to work holidays and weekends. Additionally, as an essential employee, you should also be prepared to travel to work even during inclement weather. Also, when the National Instant Criminal Background Check System (NICS) Section experiences an extremely high volume of firearm background checks, NICS employees are sometimes required to work a set number of mandatory overtime hours. Management attempts to provide as much notice as possible when overtime will be mandated. The firearm industry is considered a retail business. As such, expect to work Black Friday and Christmas Eve. Leave restrictions are set in place during the holiday shopping season and during the Valentine's Day/tax season. Because positions in NICS involve conducting background checks for individuals wanting to purchase firearms, to avoid a perceived conflict of interest, neither employees in this position, nor any immediate family members (with which you have a relationship) are permitted to hold a current Federal Firearms License to sell guns. - Must be a current, permanent FBI employee.
- This position is designated as emergency . As an emergency employee, you may be expected to report to work during periods of adverse weather conditions or other types of emergency situations when it is announced that an unscheduled leave policy is in effect or that federal agencies are closed in your immediate vicinity.
- Due to the perceived conflict of interest, neither employees in this position, nor their immediate family members are permitted to hold a Federal Firearms License (FFL). As such, if selected, and immediate family members would be requested to relinquish their FFL.
Major Duties
- Conducts thorough research, analysis, and evaluation to compose responses to complex correspondence directed/referred to the Criminal Justice Information Services (CJIS) Division regarding a variety of issues which relate to the collection, retention and dissemination of criminal history records regulated and governed by the Freedom of Information and Privacy Acts.
- Responds to correspondence received from individuals from the general public, attorneys, Congressional staff, the DOJ Executive Secretariat, the White House and other federal agencies.
- Compares information obtained from state repositories/contributing agencies and analyze documents to determine origin of error and basis for correction.
- Explains Bureau policies and procedures both in writing and orally as they relate to the FBI's criminal history record systems to individuals regarding their request.
- Serves as point of contact for other federal agency referrals related to criminal history information and for individuals challenging arrest data gained through fingerprint background checks.
