Summary This position is located at Schofield Barracks Outreach Services. This position is a Regular Full-Time position with a minimum work week of 40 hours and eligible for benefits/leave accrual. This position is entitled to 8.9% COLA (Island of Oahu). COLA is subject to change without notice. Proof of education is required at the time of application. Responsibilities Serves as the school liaison officer (SLO) with responsibility for the oversight of all installation Child and Youth Services (CYS) issues involving public schools and their relationship to the local military community. Functions as an intermediary between and advocate for parents/youth and school administrators. Assesses needs and serves as the focal point for gathering and disseminating information concerning the local schools. Works closely with the Youth Education Liaison Services (YELS) Specialist and other CYS staff to successfully integrate CYS initiatives Programs with school resources to meet the needs of constituents. Serves as a member of the Installation Child and Youth Evaluation Team to ensure compliance with regulatory requirements and CYS baseline standards. Ensures program contributes to achieving and maintaining DoD certification. Serves as Subject Matter Expert on installation child and youth SLS. Prepares reports, surveys, and briefings for command and installation on matters pertaining to SLS. Procures supplies and equipment to support program goals and objectives. Requirements Conditions of Employment Qualifications Successful completion of a 4-year college or university degree with a major course of study/substantial course work which directly relates to a CYS field: early childhood / elementary / secondary / special education, child / youth development, psychology, youth program administration or a closely related field such as social work, home economics, physical education or related behavioral sciences. OR A combination of education and experience--courses equivalent to a major in a subject matter field (24 semester hours) appropriate to the position (see above), plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described above. In addition, all candidates must possess: 1. Minimum twenty-four (24) months' work experience in a child/youth or a public-school child/youth program. 2. Program administration experience in child and youth programs. 3. The ability to plan and organize work, analyze problems to identify significant factors, gather pertinent data and recognize solutions. 4. Ability to communicate effectively orally and in writing in English. 5. The physical ability to lift and carry up to 40 lbs, walk, bend, stoop and stand on a routine basis. PCS Costs Payment Permanent Change of Station (PCS) costs are not authorized, based on a determination that a PCS move is not in the Government's interest. Pay-Band Allowances and Differentials This is a NF pay-banded position. Sunday premium pay may be authorized by the Garrison Commander. If authorized, only regular (full-time, part-time, limited tenure and seasonal) employees may be paid Sunday premium pay. When authorized, Sunday premium will be paid at the rate of 25% of the basic rate for all hours of non-overtime, when any part of the scheduled tour of duty is performed on Sunday (to a maximum of 8 hours per Sunday). Night differential may be authorized by the Garrison Commander. When authorized, night differential will be paid at the rate of 10% basic rate for hours of non-overtime work performed between 1800-0600. Incentives and Bonuses Incentives: The Department of Defense (DoD) granted approval to extend temporary limited commissary privileges (excluding the purchase of tobacco or alcohol products) to CYS employees. This temporary approval expires 31 Dec 2024. Bonuses will not be paid. Non-Foreign Overseas Allowances and Differentials: This position is entitled to 8.9% COLA (Island of Oahu).
