DescriptionJPI is hiring a Data Scientist with 10+ years of experience to assist the United States Coast Guard (USCG) with a large-scale data project to transition a forecasting process from an Excel-based pipeline to a more robust, pythonic process. The role requires a unique blend of technical expertise in Python and data analysis, along with strong project management and leadership skills to drive the project. The Data Scientist will lead a team providing support to a federal client. They will work closely with developers, domain SMEs, software engineers, and data architects within JPI and with the USCG client. The Data Scientist will provide thought leadership and direction for improvements to data architecture and engineering and data reporting and visualization efforts, while implementing sophisticated and efficient methods and tools for delivery to solve large scale and complex enterprise-wide problems.The Data Scientist will lead modeling and development to support operational initiatives, strategic programs, and new products/solutions using advanced descriptive, diagnostic, predictive, prescriptive and ensemble modeling, advanced statistical techniques, and complex mathematical modeling/tool development. The Data Scientist will develop solutions as well as provide advisory support on key concepts such as the movement of data and information assets following API-First / Service-Oriented Architecture principle, ML Ops, CI/CD processes and machine learning / data engineering practices. In addition, they will mentor team members and work with cross-functional teams.JPI is hiring a Data Scientist to join a hybrid team who can work onsite, as needed.   • Oversee Project Execution
  • Translate business needs and value between IT, business, software engineers and data engineers, collaborating with these multi-disciplinary teams.
  • Foster a collaborative work environment, guiding and mentoring team members in achieving project milestones.
  • Lead the development and implementation of a Python Jupyter Notebook pipeline, ensuring the project aligns with established objectives and timelines.
  • Collaborate with client teams to understand and document data requirements with emphasis on identifying sources to meet those requirements.
  • Communicate with relevant external office stakeholders to understand the requirements, locations, and methods of data access.
  • Ability to migrate existing civilian Python models, modules, and programs to using data from the new data pipeline, if needed.
  • Data Science, Analysis, and Reporting
  • Explore data and craft models to answer core business problems that may not have a common blueprint.
  • Work with large datasets and solve difficult analytical problems, applying advanced methods.
  • Lead the invention of new approaches and algorithms for tackling data-intensive problems.
  • Build and refine accurate forecasting models using Python.
  • Investigate frameworks to determine the best framework for analyses, reports and data visualizations.
  • Validate and maintain the integrity and accuracy of data used in the forecasting process.
  • Liaise with internal teams to gather requirements and provide updates.
  • Lead rigorous testing phases to ensure the reliability and effectiveness of the forecasting system.
  • Document processes from data source(s) to final deliverable(s).
  • General
  • Create and drive data science innovation within the organization, helping define and build foundational processes, and enabling the delivery of key business initiatives that adhere to technical standards for data science and machine learning, including the design and construction of reusable data assets.
  • Provide mentorship and guidance to developers to support continued training.
Requirements
  • BA/BS with 10 years of experience; or Master's degree with 8 years of experience.
  • PMP certification, Certified Scrum Master, Certified Scrum Product Owner, DHS mid-level Project Management certification, or equivalent certification.
  • Must hold active Public Trust, or other security clearance.
  • Technical background in Computer Science, Data Science, Machine Learning, Artificial Intelligence, Statistics, or other quantitative and computational sciences.
  • Experience creating, managing, and troubleshooting complex data flows.
  • A compelling track record of Data Science / Engineering expertise, designing and deploying large scale technical solutions that deliver tangible, ongoing value.
  • Experience with core ML frameworks, including SKLearn, XGBoost, TensorFlow, PyTorch, and MLlib.
  • Experience with modern programming languages, including Python, Scala, R, C++, and Java.
  • Experience with data tools and frameworks, including MLFlow, Spark, Kafka, Hive, and Hadoop.
  • Strong written and verbal communication skills to interact with internal and external stakeholders.
  • Proficiency in the following Microsoft applications: Word, Excel, PowerPoint, Outlook.
  • Experience building and maintaining trusting client relationships and prioritizing demands.
  • Must be a self-starter with the ability to work effectively independently.
  • Proven ability to support and coordinate multiple projects simultaneously in a deadline-driven process.
  • Ability to work remotely and onsite as needed at USCG HQ in Washington, DC.
  • Must hold U.S. Citizenship
Preferred Experience
  • Relevant experience in direct support of the US Coast Guard, Government Agencies supporting defense, Homeland Security.
  • Understanding of project management methodologies and tools (Agile, Scrum, PMBOK, Microsoft Planner, Jira, Kanban, best practices, tools, and templates).
  • Capability to manage projects of high complexity and to direct the completion of projects within estimated timeframes and resource constraints.
  • Ability to recognize new business development opportunities.
