The Dean reports to the Vice President of Academic Affairs and will be joining a highly collaborative team of instructional administrators and faculty committed to nurturing faculty leadership, strengthening student learning, using evidence to guide continuous improvement, and achieving the mission of the College, which is to cultivate student learning and achievement; contribute to the educational, personal, and economic success of students; and promote equitables and thriving communities.About SVC: Established in 1926, Skagit Valley College is a comprehensive community college within the (SBCTC) providing associates and bachelor's degrees, as well as certificates, in high-quality academic transfer pathways, workforce training, basic education for adults, and lifelong learning opportunities. Duties and ResponsibilitiesOversee College Libraries, Learning Resources, and eLearning to provide instructional and academic support to the college community.
  • In collaboration with faculty and staff in the College libraries, Learning Resources (e.g., tutoring, Writing Center, Math Lab, faculty development), and eLearning, articulate a vision and advocate for the central role that these areas play in helping students succeed at Skagit Valley College;
  • Serve on the Instructional Leadership team and Strategic Enrollment Management (SEM) Council to strengthen the College's commitment to and implementation of quality instruction and achievement of student outcomes;
  • Lead the effort to assess and improve the ways in which these areas contribute to student success;
  • Draft and recommend appropriate policies and procedures related to the Library, Learning Resources, and eLearning; ensure compliance with those already in place;
  • With the Vice President of Academic Affairs, develop the college's libraries, Learning Resources, and eLearning budgets; monitor and supervise the expenditures of funds from all these budgets;
  • Maintain effective supervision and evaluation of staff and faculty in the college's libraries, Learning Resource efforts, and eLearning program;
  • Ensure effective communication and coordination among the position's departments, and with other units and divisions in the college;
  • Monitor the care and upkeep of the library building and its furnishings and equipment. Represents the college in the community and on state-level commissions and committees as appropriate;
  • Carry out any other duties assigned by the Vice President of Academic Affairs or the President.
Supervision of Libraries
  • Supervise full and part-time faculty and classified library staff in library;
  • Provide strategic vision for the library team and advance the libraries' central role in the strategic goals of the college through a lens of diversity, equity, and inclusion;
  • Oversee the operations of the library space, hours of operation, and staffing;
  • Provide oversight and develop opportunities for Open Educational Resources (OER) curricula and services;
  • Serve as the campus copyright officer;
  • Provide library support for Baccalaureate programs;
  • Coordinate and ensure the timely and accurate submission of required library statistics annually, including IPEDS and ACRL;
  • Attend state-wide Library Leadership Council meetings;
  • Create, revise, and maintain progress toward a vision of an academic library in the twenty-first century, integrated with the mission of Skagit Valley College, including balancing existing library services and resources with emerging technologies and community needs;
  • Lead, oversee, and supervise the development, implementation and assessment of curricula related to information literacy, to and its inclusion across the college curriculum in support of college-wide desired student abilities;
  • Provide reference services to the college community;
  • Develop and maintain collections.
Supervision of Learning Resources
  • Provide strategic leadership, coordination, and assessment of College-wide tutoring services, faculty development activities, and other student learning resources;
  • Coordinate Learning Resource services and activities; collaborate with faculty to operate tutoring services and implement faculty professional development activities;
  • In collaboration with VP of Academic Affairs, ensure Learning Resource practices are consistent with District policies and procedures; local, state, and federal laws; and other contracts or agreements;
  • Make recommendations to promote growth and student success through the College community's utilization of services, resources, and programs offered;
  • Resolve discrepancies between Learning Resource services and other learning support activities, coordinate alignment of academic support services, and communicate results as appropriate;
  • Oversee the development and implementation of tutor training programs that emphasize equity-minded methods and culturally competent skills for working with all students, especially underrepresented groups disproportionately impacted by traditional academic culture;
  • Evaluate tutor training goals against collected data trends to benchmark progress towards College-wide goals;
  • Advise the VP of Academic Affairs on operational, administrative, personnel, and budgetary matters related to Learning Resource Services;
  • In collaboration with faculty and staff, assure the effective and efficient running of the Writing Center, Math Lab, and other tutoring services;
  • Collaborate with Student Services staff in retention efforts by supporting outreach for academic support to students.
Supervision of eLearning
  • Lead the College's efforts to assess and continuously improve online instruction;
  • Supervise eLearning staff;
  • Support online and hybrid instruction in collaboration with Deans, the Vice President of Academic Affairs, and with support from the eLearning Specialist;
  • In collaboration with the eLearning Specialist, identify required competencies and professional development opportunities that support faculty who teach online classes;
  • Collaborate with the eLearning Specialist in assisting faculty to develop technology skills and to integrate technology into the curricula in ways that engage and support students.
QualificationsMinimum Qualifications:
  • Master's degree from an accredited university or college;
  • Demonstrated experience in supporting the library's role in a community college setting;
  • Experience in learning management systems, online learning, open educational resources, and instructional program assessment.
Preferred Qualifications:
  • Master's degree in Library and Information Science (MLIS or MLS) from an ALA-accredited institution;
  • Three years' experience in academic library management;
  • Experience in a two-year academic library.
Knowledge, Skills, and Abilities:
  • Knowledge of the role learning support services can play in increasing student success;
  • Knowledge of information literacy in a community college setting;
  • Knowledge of principles and practices of tutoring and instructional support;
  • Knowledge of principles and practices of leadership, management, and supervision;
  • Demonstrated commitment to addressing equity and opportunity gaps, and creating inclusive learning and working environments;
  • Demonstrated commitment to collaborative decision-making and team building;
  • Familiarity with the role of information literacy in a community college setting.
  • Experience in information literacy, learning outcomes, and curriculum development;
  • Experience in developing collections and services for bachelor of applied science degrees;
  • Experience in enrollment management;
  • Demonstrated commitment to equity, diversity, and inclusion;
  • Experience working with diverse academic, socioeconomic, cultural, and ethnic backgrounds of students and of persons with disabilities;
  • Development and implementation of a comprehensive learning resource center;
  • Experience in managing and operating a Learning Resource Center.
Salary, Benefits, Conditions of Employment, Application Procedure Salary and Benefits:
  • Annual salary rate for this twelve-month, 100% of full-time position is $120,000 depending on experience;
  • Contracts are written annually for the period of July 1 to June 30. This position will be filled as soon practical after a candidate is identified and the salary will be pro-rated for the remaining contract period.
  • This position is exempt from civil service. This position is eligible for overtime.
