Employees enjoy excellent benefits, including health, vision, and dental insurance; a retirement plan and deferred compensation options; state holidays and other time off; flexible work schedules; and pre-tax benefit programs.Essential Functions* Under general direction of the Human Resources (HR) & Labor Relations Manager, serves as the Illinois Law Enforcement Training and Standards Board (ILETSB) Equal Employment Opportunity (EEO) and Affirmative Action (AA) Officer.* Serves as a Recruiting Specialist in agency hiring efforts.* Serves as the ILETSB Diversity, Equity, Inclusion, and Accessibility (DEIA) Officer.* Cross-trains on all HR & Recruiting functions and serves as a multi-skilled backup to ensure performance of necessary duties throughout the HR section in the event of vacancies or emergencies.* Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above.Minimum Qualifications* Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college.* Requires two (2) years of professional Human Resources experience.Specialized Skills* One (1) or more years of previous work experience with State of Illinois Personnel Code, Personnel Rules, Comprehensive Employment Plan, Pay Plan, Equal Employment Opportunity Act, Civil Rights Act, Equal Employment Opportunity Act, Americans with Disabilities Act, and Collective Bargaining Contracts.* Two (2) or more years of demonstrated ability to establish and maintain positive, effective, and professional working relationships.* Two (2) or more years of experience articulating personnel information in descriptive terms to others not well-versed in the topic.* Prefers two (2) or more years of experience exercising discretion when handling sensitive and confidential information and maintaining a high ethical standard.* Prefers the demonstrated ability to work independently and be self-motivated to complete and maintain analytical and detailed reports.* Prefers three (3) or more years of professional experience in the use of and demonstrated proficiency in Microsoft Word, Outlook, and Excel.Preferred Qualifications* One (1) or more years of previous work experience with State of Illinois Personnel Code, Personnel Rules, Comprehensive Employment Plan, Pay Plan, Equal Employment Opportunity Act, Civil Rights Act, Equal Employment Opportunity Act, Americans with Disabilities Act, and Collective Bargaining Contracts.* Two (2) or more years of demonstrated ability to establish and maintain positive, effective, and professional working relationships.* Two (2) or more years of experience articulating personnel information in descriptive terms to others not well-versed in the topic.* Prefers two (2) or more years of experience exercising discretion when handling sensitive and confidential information and maintaining a high ethical standard.* Prefers the demonstrated ability to work independently and be self-motivated to complete and maintain analytical and detailed reports.* Prefers three (3) or more years of professional experience in the use of and demonstrated proficiency in Microsoft Word, Outlook, and Excel.Conditions of Employment* Overtime is a condition of employment, and employee may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This requires the ability to work evenings and weekends.* Requires ability to travel to attend seminars, conferences, and trainings to stay current on methods, tools, ideologies, or other industry-related topics relevant to job duties.* This position is considered medium work as defined by the U.S. Department of Labor (20 CFR 404.1567(c)). Medium work involves lifting no more than 50 pounds at a time with frequent lifting or carrying of objects weighing up to 25 pounds.
